CHF, a nonprofit international development organization, is seeking a Senior Program Officer to join its Office of Global Operations in support of the Africa region. The position is based at the headquarters in downtown Silver Spring, Maryland.
The Senior Program Officer will support various large-scale field-based programs; provide leadership in the absence of regional management; and supervise the Associate Program Officer. Duties include:
- Coordinates with donor representatives to ensure donor satisfaction and to communicate project progress and impact to external entities.
- Investigates problems, coordinates with relevant departments on complex issues, designs solutions, and provides operational or technical assistance.
- Coordinates the review and approval of contracts and agreements with corporate and foundation partners.
- Communicates HQ policies and regulations to country offices.
- Reviews final program budgets, modifications, and related documents. Reviews monthly draws and program spending, and identifies potential issues. Assists with tracking burn rates and calculating rates and fees for corporate clients.
- Oversees all prior approval and waiver issues. Ensures timely submission of quality progress reports and required documentation. Provides updates and analysis to management.
- Supervises the work of assigned work group/team.
- Assists Regional Director in proposal development process.
- Represents CHF at meetings, conferences, and workshops.
- Oversees sourcing and hiring consultants and development of scopes of work. Ensures agreed-upon deliverables are met. Monitors performance, addresses issues, and recommends actions.
- Travels to field offices to contribute to and monitor program implementation and provide operational assistance.
- In-depth knowledge of USAID rules and regulations. Proven ability to manage, track and report on budgets and program financial data.
- Excellent written and oral communication skills. Proven ability to write successful work plans, donor reports, and other program management documents.
- Excellent organizational skills. Ability to work independently in a fast-paced environment and meet conflicting deadlines with a minimum of supervision.
- Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
- Ability to successfully lead a team.
- Fluency in English, written and oral. Fluency in regional language preferred.
- Advanced computer skills in a Windows based environment including the Microsoft Suite.
- Able to work in a team environment.
- Able and willing to travel internationally.
- Accuracy, attention to detail.
- Bachelor's degree in international relations, economics, political sciences or related field.
- Minimum five years of relevant work experience in the international NGO/non-profit development sector. Significant experience managing USAID programs. Financial analysis and budgeting experience. Prior international living experience, preferably in a developing country. Prior program development experience.
- Equivalent combination of education and experience.
