As part of the PEPFAR Gender-Based Violence (GBV) Initiative, USAID/Mozambique has requested HPP assistance to scale-up gender-focused, community-level HIV prevention activities including GBV prevention. Under this initiative HPP will work closely with USAID/Mozambique and the FHI-360 Capable Partners Program (CAP) to strengthen the capacity of selected local NGOs to integrate gender and GBV into their existing HIV and AIDS programs and services.
Position Summary
The Program Manager will be responsible for designing, implementing and managing HPP gender and GBV capacity strengthening activities in Mozambique. The Program Manager will manage a locally-based Technical Support Team (TST) of intermittent consultants as well as carry out training workshops, mentoring and coaching for Mozambican NGOs on integrating gender and GBV prevention and services into existing HIV programs. She or he will liaise closely with CAP program managers to ensure coordinated implementation of program activities. She or he will also be responsible for monitoring and evaluating (M&E) capacity strengthening activities in accordance with the HPP work plan and M&E plan.
Key Responsibilities
This position will be responsible for overall technical and administrative program operations. Specific tasks include:
• Provide overall management, support, vision, and technical direction for all workplan activities • Serve as the main representative to the program, liaising with USAID/Mozambique, FHI-360 CAP, as well as other partner organizations • Manage technical support activities and provide supportive supervision through a master capacity strengthening plan to coordinate and monitor technical support activities • Manage a Technical Support Team of intermittent consultants who will be responsible for providing TA, coaching and mentoring to local NGOs on gender integration and GBV programming; monitor activities and performance of Technical Support Team • Liaise with FHI-360 CAP and the TST to coordinate timing of technical assistance (TA) visits. Share updates on TA provided to local NGOs so CAP staff can coordinate and link to project activities where appropriate • Maintain effective relationships with partner organizations, colleagues, collaborators and USAID • Provide ongoing mentoring, coaching and on-site technical assistance to local NGOs on gender integration and GBV programming • Participate in the development of participatory training curricula to strengthen the capacity of local NGOs to integrate gender and GBV approaches into their existing programs • Plan, coordinate, arrange logistics for and co-facilitate training events for local NGOs • Develop monitoring and evaluation tools for capacity strengthening activities and carry out M&E activities • Maintain ongoing and effective communication with project team in Washington DC to ensure a collaborative working relationship
Qualifications
• Master’s in Public Health, Gender studies, or related field • 10 years of experience in the field of gender, GBV and HIV and AIDS prevention and services • Strong understanding of GBV policies and programs in Mozambique • Demonstrated experience in project implementation and management • Demonstrated experience in capacity strengthening, participatory training methodologies, and mentoring • Strong communication and team building skills • Comfortable working remotely with project staff • Fluent in Portuguese; Proficient in English
