MSH is seeking candidates for an upcoming, results-oriented, five-year program in Angola that will improve the health of Angolans by increasing the availability and use of high quality services in key areas including family planning, malaria, and HIV & AIDS. Preference will be given to applicants with state-of-the-art expertise in international standards, technical expertise and experience implementing a complex program, and relevant experience in Angola. Position is subject to project award.
OVERALL RESPONSIBILITIES:
The Provincial Program Manager will work in close collaboration with the Result One Team Leader and Planning, Management and HIS Specialist to implement all leadership, management, human resources (HR), and health information system (HIS) strengthening activities at the provincial and municipal levels in Huambo Province.
More specifically, the Provincial Program Manager will:
• Implement, follow-up, and report on all HIS strengthening activities in Luanda focused on enhancing the use of health data and information for performance improvement.
• Implement, follow-up, and report on all leadership and management strengthening activities in Huambo which include implementation of a leadership, management, HR, and organizational performance baseline assessment and actions plans as well as providing leadership and management capacity building to provincial and municipal health departments.
• Implement, follow-up, and report on all human resource management strengthening activities in Huambo which include implementation of an HR Leadership Development Program, developing HR plans, and strengthening the HRIS and supervisory practices.
The ideal candidate will have prior experience working in Angola, in coordinating complex, preferably USAID-funded, projects, and state-of-the-art expertise in international standards. Proven track record in leadership, management, organizational development, human resources for health management capacity and systems, and health information management systems.
SPECIFIC RESPONSIBILITIES
- Planning and project development
a. Provide project support and technical assistance in all Result One activity areas to ensure the Project’s achievement of intended goals, objectives and targets at the provincial and municipality levels. b. Implement activities that are technically sound, evidence-based and responsive to the needs of Angola, its people and donors.
- Project management, implementation, delivery of technical results
a. Ensure the alignment of daily activities at the provincial and municipality levels with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery. b. Collaborate with the Result One Team Leader to draft, edit and proofread technical guidelines, materials and reports as they relate to Huambo Province and municipalities including progress, annual, and other ad hoc reports. c. Collaborate with the Result One Team Leader to promote and support the dissemination of project information amongst the project team and to key stakeholders at the provincial and municipality levels. d. Contribute to the Angola SASH Result One work plan specifically related to provincial and municipality-level activities including budgets with Result One Team Leader and other project staff as appropriate. e. Maintain productive and consistent communication with project and technical staff working in provincial and municipality-level activities.
- Monitoring, Evaluation and Communications
a. Contribute to the development and ongoing use of a project monitoring and evaluation framework and plan, including indicators linked to results, that meets all MSH and USAID reporting requirements. b. Provide appropriate, timely, and accurate monitoring and evaluation of relevant provincial and municipality-level project activities and outcomes, and contribute to project reports. c. Oversee documentation of results and lessons learned from this project and the dissemination of this information within, and beyond, the Project and USAID/Angola.
- Relationship management
a. With the project team, respond promptly to donor and other key stakeholder inquiries and concerns. b. Maintain good working relationships with partners and key stakeholders at the provincial and municipality levels.
QUALIFICATIONS:
Masters Degree in public health, management, international development or other relevant field.
Five years of project management experience, preferably experience implementing a complex, USAID-funded program. Demonstrated expertise in leadership, management, organizational development, human resources for health, and health information systems.
State-of-the-art expertise in international health service and information.
Ability to gather, manage and organize data.
Substantial developing country experience. Understanding of the current context and health environment in Angola, desirable.
Excellent communications and interpersonal skills. Proven skills in facilitation, team building and coordination.
Fluency in written and spoken English and Portuguese preferred, fluency in Spanish also considered.
Willingness to locate in Huambo and to travel frequently within Angola required.
