Job Title: Project Manager
Reports to: Natural Resources Governance - Program Manager
The Project Manager will provide overall technical leadership to the program. More specific functions of this position include: managing all aspects of the program implementation through liaison with implementing partners; preparing and maintaining reports; providing overall responsibility for the day – to day operations, coordination and accountability of the program activities and resources.
Key responsibilities:
• Develop plans and strategies that will contribute to sustainable improvements in the wellbeing of members of the impact group
• Manage the Project resources ensuring efficient usage and high standards of accountability
• Lead the Program Team in a manner that empowers them to deliver excellent service delivery and high standards
• Seek out and develop strategic alliances so that stakeholders work together effectively to maximise benefits to the impact group and enhance our collective capacity for influence and impact
• Initiate advocacy strategies that results in social change and poverty alleviation for the impact groups
• Coordinate CARE’s interventions with Partners so that their capacity for effective service delivery is enhanced and sustainable benefits for the impact group are achieved
• Provide Partners and CARE Staff with technical advice and support, enabling them to carry out monitoring, evaluation and learning; advocacy; and land rights according to best practice.
Person specifications/qualifications:
Bachelor’s degree in Development Studies or Social Sciences, additional post graduate qualifications in Project Management, policy analysis & Advocacy, or Public Health gives the applicant added advantage
Computer skills
5 years experience at a middle or senior management level in project management.
Wide knowledge of strategies, operational policies and approaches in desirable thematic of Community Empowerment, Food Security and Social Services for marginalised groups.
Good knowledge on grants management processes.
Understanding of the environment and society in south western regions of Uganda, NGO operations and their interests.
Being able to impartially assess partnership performance
Ability to interpret donor regulations on all context of grant management and transactions
Knowledge of programming skills, program evaluation and impact measurement.
Job Title: Partner Advisor – Social Services (Health & Education)
Reports to: Project Manager
The Partner Facilitator – Social Services Delivery is part of the team that is entrusted to implement the comprehensive package of improving the health, education, behaviour change & food security food consumption practices and establishment of linkages with relevant stakeholders in the selected program districts. S/he will ensure that HEAL program social service delivery strategies are appropriately applied depending on the level of vulnerability of the impact group and their households and well integrated into other program technical areas.
Key responsibilities
• Contribute towards development of strategic and tactical program plans, ensuring the commitment of all stakeholders and steady accomplishment of CARE’s objectives
• Identify social services priorities of the impact group and their household members and actively develop operational plans for implementation according to the agreed criteria
• Promote avenues of awareness creation and adaptation on infant feeding practices, hygiene, and balance diet. Conducting dialogues and workshops for vulnerable households on the importance of creating and providing a supportive and protective family environment and education for their children
• Ensure that partners are aware of relevant policy guidelines, technical standards and relevant commitments that the Government and other stakeholders have undertaken
• Strengthen the Capacity of partner organizations in the implementation of Social services strategies
• Contribute towards project monitoring and evaluation activities in order to measure impact and ensure continuing improvement
Person specifications/qualifications:
• Bachelors degree in relevant disciplines with preference of public health; Social Sciences; Development studies
• 4 year work experience in similar assignments
• Experience in supporting marginalised group
• Knowledge of project cycle and M&E
• An ability to communicate effectively and strong conceptual ability, and writing skills
• 2-4 years experience in managing partnerships, and organizational capacity building of local organizations
• Adult learning and facilitation skills are a prerequisite
• Understanding of human rights, policies, strategies, institutional and legal framework as regards the protection of marginalised communities
Job Title: Partner Advisor – Monitoring & Evaluation
Reports to: Project manager
The Partner Advisor – Monitoring & Evaluation will be responsible for setting up and monitoring the implementation of the project level impact measurement system and ensuring that M&E system is in place. S/he will work with Natural Resources Governance Women Empowerment (NRGWEP) Program Coordinator – Program Quality & Learning (PQL) and program staff to ensure the most efficient way of linking specific donor M&E systems with program level impact measurement requirements. S/he will provide overall program level technical guidance in monitoring, evaluation and knowledge management systems and practices, through training, coaching and mentoring program staff and partners.
Key Responsibilities
1. Implement the project M&E system based on the completed project strategy document and consistent with policies and procedures set forth in the CARE Uganda M&E framework that will allow the project to track both the individual and cumulative impact of its interventions.
2. Facilitate project baseline studies, annual reviews, midterm assessments and final evaluations and impact assessments
3. Work closely with the Programme Quality and Learning Unit to build capacity of Program staff and partners in monitoring, evaluation and knowledge management and ensure quality of impact measurement strategies, methodologies and activities across all program components.
4. Participate in project initiatives design including participating in design workshops and developing log frames and monitoring plans.
5. Proactively support establishment and maintenance of learning and knowledge management systems and sharing of lessons within and across CARE programs and with partners.
6. Facilitate program learning and reflection: ensuring that monitoring and review outputs are mainstreamed and adopted by the program for learning and performance improvements.
7. Work as a team with NRGWEP - PQL unit and other programs in developing and periodically reviewing impact measurement guidelines and ensure their applications in measuring program/project performances.
Qualifications and Competencies
• Strong writing, research and analytical skills
• Strong programme Monitoring, Evaluation, documentation and Learning skills
• A post-graduate degree or post graduate diploma in Project planning and management with statistical knowledge in SPSS, EZ -text, Epinfo
• 3 years experience in a similar position
• Experience and knowledge of organizational capacity building processes, tools and methodologies
• Excellent facilitation, communication and team work skills
