Program Director – Horn of Africa Work Base: MENTOR Kenya and Somalia with extensive field missions Responsible to: Program Manager Horn of Africa – The MENTOR Initiative Duration: 5 months with possibility to renew Start date: 20th November 2011 Closing date: until suitable candidate is found Fee: 3500-4200USD per month depending on experience

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

Scope of Services:

This important role will cover two levels of responsibility to help ensure tight planning and implementation of the organisations responses in Somalia and Kenya: • The Horn of Africa (HoA) Emergency Response Director (ERD) will coordinate the MENTOR Initiative emergency responses to the threat of flooding and vector borne disease (VBD) epidemics in HoA. • For Somalia, the ERD will serve as the Country Director with overall responsibility for all aspects of the MENTOR Initiative’s work. In this role, the ERD will receive significant support (as required) from the Kenya MENTOR team for planning and operational activities for Somalia, that reply upon services, logistics, security issues and access through Kenya. • In Kenya, the ERD will support the Kenya Country Director to achieve the organisations planned emergency responses in refugee camps and Kenyan communities, assess new threats and response needs and ensure the technical co-ordination of the VBD activities delivered.

This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to help ensure that all vulnerable host, IDP and refugee populations in programme target areas, have access to effective malaria prevention as well as quality malaria diagnostic and case management services.

Line Management: For Somalia (and all Somalia programme linked operational/representation/management issues within Kenya) – The MENTOR Initiative HQ Director (or his delegated Programme Manager) For Kenya focused emergency response activities – The MENTOR Kenya Country Director (with additional technical support as needed from The MENTOR Initiative HQ Director (or his delegated Programme Manager)

Detailed Tasks: 1. Technical Support and Direction: In line with the dual level responsibilities and management lines set out above the ERD will be responsible for the technical design and delivery of the HoA emergency response, drawing support and advice for specialist areas where needed from HQ and other sources, to reinforce the quality of the programme activities:

Partnerships: • Ensure tight partnership with UNICEF and its implementing partner network for all activities in Somalia. • Ensure that Horn of Africa emergency programmes maintain excellent partnerships for malaria control with ministry of health/environment and other relevant parts of the authorities, both emergency and long term donor organizations represented in country, faith based organizations and non governmental agencies (national and international). • Negotiate, and then coordinate with, where necessary for MENTOR to work via existing organizations in order to support best practice in epidemic response delivery and maximize coverage in epidemic prone or affected areas. Ensure that essential data is shared and required capacity needs on the ground in the affected areas is met and responded to in a timely manner. • Ensure service level agreements and MOUs are established with partners (MoH, reporting, payments etc). • Reinforce coordination for quality disease surveillance and analysis of malaria and other vector borne diseases with partner organizations.

Disease Control and Epidemic Preparedness: (NB, where these occur within greater Garissa these activities will be done with, and in support of, the existing MENTOR team co-ordinators); • Ensure effective identification, planning and coordination for epidemic risk mitigation and response in priority areas. • Ensure standardization of the medically related data collection throughout programme activities. • Ensure efficient planning, delivery of and accountability of essential supplies and internal transport to end users. • Provide technical guidance for malaria and other vector borne disease case management delivery (diagnosis and treatment) • Ensure standardization of the IEC/BCC in relation to malaria, its control, correct diagnosis and treatment seeking in Horn of Africa • Advise and review all job aids, training manuals and related case management tools • Advise on malaria and other vector borne disease case management delivery capacity building of local and international partners working in the emergency • Advise and review all job aids, IEC, training manuals and related prevention tools • Advise on malaria and other vector borne disease prevention delivery capacity building of local and international partners working in the emergency.

Monitoring and Evaluation: • Ensure standardization of M&E protocols for both case management and prevention related activities • Where deemed suitable by the organization, work in collaboration with the Director to support the implementation of targeted field studies.

  1. Team management and coordination responsibilities: • The ERD HoA will line-manage:

    • All MENTOR Initiative technical and operational coordinators (case management as well as prevention) within the emergency response team for Somalia (i.e. all posts under UNICEF Somalia or related country grants)
    • Short term technical advisors sent to the field to support the MENTOR Somalia emergency response. • The ERD will support the Kenya MENTOR Country Director for Kenya, by being responsible for the line management of all technical (disease control related) co-ordinators working on emergency responses. This will not include non technical emergency team members (national or international) working on Kenya focused grants. • The ERD will ensure that Somalia country programmes have the requisite team structure (international and national) to meet internal minimum standards, achieve programme goals and fulfil organisational commitments to donor partners. • The ERD will participate in expatriate field team member recruitment for Kenya and Somalia emergency responses and will oversee that recruitment of local staff follow standard processes and practices at Somalia country level. The ERD will support the Kenya CD recruitment of appropriate national technical staff also. • The ERD is responsible for briefing expatriates upon arrival in country (this will be supported by the Kenya CD for those working on Kenya based grants), carry out performance evaluations as required and ensure a formal debriefing for all expatriates leaving the Somalia mission (supporting the Kenya CD to achieve the same for Kenya grant based internationals.) • The ERD supervises that all Somalia programmes operate using the organisation’s existing standardised systems and acceptable practice in the following areas:
    • Programme development and implementation
    • Finance and administration field systems (working in close collaboration with the Grants Managers).
    • Logistics (warehousing management, Asset management, field fleet and fuel management, communications systems management and maintenance and programme logistics support for malaria control activities) (working in close collaboration with the PME).
    • HR management systems (in line with local labour laws, performance reviews, complaints systems, local payroll) (working in close collaboration with the HQ staff).
    • Security procedures and practice (adapted for local context and regularly updated and reviewed in close collaboration with the PME)
    • Programme closure.
      (For Kenya emergency operations the Kenya CD will be responsible for the above activities)
  2. Grant management, Programme Reporting and Proposal Development: The ERD will: • Ensure that all Somalia grant related team members are aware of grant reporting requirements and provide regular internal reports and that these are responded to. • Participate directly in the elaboration of narrative and financial reports to donor partners in line with their specifications and schedule deadlines (ensuring these for Somalia grants, and supporting the Kenya CD for the same in relation to Kenya focused emergency grants). • Work with the HQ Director (and where relevant also the Kenya CD), to regularly assess with partners new opportunities and developing needs for disease control. As required, develop funding proposal for these.

  3. External Communication: • The ERD will, in close collaboration and co-ordination with the Director (for Somalia related operations), and with the Kenya CD for all Kenya related operations (delegated as appropriate within the emergency teams):

    • The MENTOR Initiative is represented at relevant district/regional level meetings with the government and NGO partners to help inform and support a co-ordinated approach to VBD control in the HoA emergency.
    • Field level media/press enquiries related to MENTOR HoA are handled correctly.
    • Press/media briefing notes are produced and disseminated as and when agreed to ensure comprehensive understanding of the malaria risk and our response.
    • A regular malaria HoA response newsletter (electronic) is produced that reflects the co-ordinated activities of partners across the programme area, and disseminate this to all partners, authorities and relevant media outlets.
    • Agreed media related field visits are hosted and facilitated

Personal Specification

Essential: • Masters in subject area • At least 5 years field experience in a similar environment • Technical capacity in malaria treatment and prevention programs • Organised, self starter, able to build and maintain partnerships • Experience in managing teams in the field in insecure environments • Experience in overseeing and managing budgets and administration systems • Proven capacity in donor reporting and liaison • Proven capacity to train others • Flexible and willing to learn • Excellent team worker and communications skills • Practical, hands on approach
