MSH is seeking candidates for an upcoming, results-oriented, five-year program in Angola that will improve the health of Angolans by increasing the availability and use of high quality services in key areas including family planning, malaria, and HIV & AIDS. Preference will be given to applicants with state-of-the-art expertise in international standards, technical expertise and experience implementing a complex program, and relevant experience in Angola. Position is subject to project award.
OVERALL RESPONSIBILITIES:
The Planning, Management, and Health Information Systems Specialist will sit at the central level in Luanda and will work in close collaboration with the Result One Team Leader to provide technical assistance and facilitation to planning and health information system strengthening activities at the provincial and municipal levels in Luanda and Huambo Provinces.
More specifically, the Specialist will:
• Support the development and application of sub-national health planning and costing methods at the provincial and municipal levels
• Facilitate and train provincial and municipal health teams to enhance health data and information use for performance improvement
• Provide technical support to the HIS Senior Technical Advisor on the implementation of the HIS Strategic Plan at the central level.
The ideal candidate will have prior experience working in Angola, in coordinating complex, preferably USAID-funded, projects, and state-of-the-art expertise in international standards. Proven track record in leadership, management, organizational development, health planning, and health information systems.
SPECIFIC RESPONSIBILITIES
- Planning and project development
a. Provide project support and technical assistance in HIS strengthening activities under Result One to ensure the Project’s achievement of intended goals, objectives and targets. b. Implement HIS activities that are technically sound, evidence-based and responsive to the needs of Angola, its people and donors. c. Write and/or review technical guidelines, materials, and publications related to planning and HIS activities and their development. d. Develop and maintain excellent relationships with colleagues and donors in the country and provinces. e. Work collaboratively with other project team members in Result One to ensure that necessary HIS activities function smoothly and efficiently.
- Project management, implementation, delivery of technical results
a. Ensure the alignment of daily activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery. b. Serve as a technical resource in the areas of health planning and health information systems, including identifying and adapting technical guidelines, tools, materials, and publications for project needs. c. Collaborate with the Result One Team Leader to draft, edit and proofread technical guidelines, materials and reports for planning and HIS activities and results for the service managers and for delivery to the donor, including progress, annual, and other ad hoc reports. d. Collaborate with the Result One Team Leader to promote and support the dissemination of project information amongst the project team and to key stakeholders. e. Help develop and modify the Angola SASH Result One work plan specifically related to HIS-related activities including budgets with Result One Team Leader and other project staff as appropriate. f. Maintain productive and consistent communication with project and technical staff working in HIS-related activities.
- Monitoring, Evaluation and Communications
a. Contribute to the development and ongoing use of a project monitoring and evaluation framework and plan, including indicators linked to results, that meets all MSH and USAID reporting requirements. b. Provide appropriate, timely, and accurate monitoring and evaluation of relevant project activities and outcomes, and contribute to project reports. c. Oversee documentation of planning and HIS results and lessons learned from this project and the dissemination of this information within, and beyond, the Project and USAID/Angola.
- Relationship management
a. With the project team, respond promptly to donor and other key stakeholder inquiries and concerns. b. Maintain good working relationships with partners.
QUALIFICATIONS:
Masters Degree in a relevant field such as public health, public administration, health administration, demography, statistics, epidemiology, etc. Doctoral degree is preferred.
Five years of demonstrated expertise in strengthening and managing health information systems, including central level coordination and systems integration, and sub-national strengthening for quality collection, analysis, dissemination, and use of health information.
Demonstrated experience in strengthening human resources information systems (HRIS), a plus.
State-of-the-art expertise in international health service and information.
Substantial developing country experience. Understanding of the current context and health environment in Angola, desirable.
Technical expertise and experience implementing a complex, preferably USAID-funded, program.
Excellent communications and interpersonal skills. Demonstrated leadership. Ability to build synergies across technical disciplines.
Demonstrated facilitation and training skills.
Fluency in written and spoken English and Portuguese preferred, fluency in Spanish also considered.
Willingness to locate in Luanda and to travel frequently within Angola required.
