Nutrition Specialist, P-4, Nairobi Regional Office

Purpose:

The post holder will be responsible for supporting nutrition data collection and analysis at regional and national level through development of policies and strategies in collaboration with partners and colleagues at regional and national level. The post will generate evidence to facilitate the equity re-focus to reinforce nutrition programming and nutrition awareness raising; provide in depth information on nutrition situation and trends in the region in the contexts of emergencies, food prices, overall socio-economic situation, climate change and progress towards nutrition MDGs, including stunting.

Qualification:

Advanced university degree in one of the disciplines relevant to the following areas: statistics, planning development, planning, Public Health & Nutrition, Health Sciences, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition, Nutritional Epidemiology, Health & Nutrition Education, Health & Nutrition Promotion and Disease Prevention, Public Health, Health Emergency Preparedness, or other relevant discipline(s)*.

Training in gender and in nutrition programmes that promote gender equality an asset.

Eight years of relevant professional work experience, including nutrition information systems and nutrition programming.

Developing country work experience (for IP) or field work experience (for NO) Background/familiarity with Emergency. Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities an asset.

Fluency in English and another UN language. Knowledge of the local working language of the duty station.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Key Expected Results:

1.Advisory Capacity; Policy Development; Technical Leadership and Quality Assurance

Provide technical support to countries in the area of nutrition information (nutrition surveys, nutrition surveillance, nutrition data in national or sub-national surveys, etc.). This technical assistance will mainly cover quality check and support on existing and innovative methods for data collection, analysis, storage and management.

Support nutrition programme data collection in collaboration with colleagues of regional and country offices.

Liaise with regional partners (e.g. WFP, FAO, etc), working groups (e.g. FSNWG, etc.) and projects (e.g. FEWSNET, etc.) for development of guidelines on intersectoral nutrition data analysis and for the inclusion and analysis of nutrition related indicators in vulnerability assessments and surveys.

Provide on a regular basis and whenever necessary, accurate updates and/or outlooks of the nutrition situation and trends in the region in the contexts of emergency, volatile food prices, socio-economic disparities and climate change.

Promote development of innovative and comprehensive methods for nutrition information, especially in the areas of maternal nutrition and under 2 child nutrition.

2.Knowledge Management and capacity building

Further promote knowledge management by drafting or finalizing documents and reports as well as through orientation and training programmes. Ensure exchange of knowledge, information, experience or lessons learned. Support capacity development of nutrition information by inclusion in broader nutrition capacity development initiatives and by the design and implementation of a specific strategy for nutrition information capacity development in the region.

3.Rights-Based Projects through Results-Based Approach.

Promote the quality of rights-based Nutrition projects and programmes through participation in the formulation of programme/project goals, strategies and approaches, especially those that increase gender equality. Bring coherence, synergy and added value to sectoral or project management processes using a gender-sensitive, results-based management approach to planning and design, implementation, monitoring and evaluation.

4.Promotion of UNICEF’s Global Goals

Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes and focusing on the contributions of gender equality in achieving these goals.

5.Communication, Collaboration, Networking and Partnership.

Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve Nutrition programme requirements and objectives. Conduct field visits to monitor programmes and conduct periodic programme reviews with UNICEF Country Offices and regional partners.

• Collaborate with Communication and Programme Communication groups to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts.

• Coordinate with Regional Adviser, RO and CO colleagues to ensure the integration with other sectors, ensuring that interventions to reduce gender inequalities are mainstreamed across the sectors.

• Collaborate with the Operations and Supply Sections and Government authorities to establish and maintain sound internal controls supportive of Nutrition project or sectoral planning and implementation, to coordinate financial and supply management requirements as well as to ensure accountability.

• Interact with NGOs, UN and bilateral agencies as required.
