ARC PROGRAM DESCRIPTION/MISSION
The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.
ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluchteling and the United Nations High Commissioner for Refugees (UNHCR). The first location of ARC’s interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the pressing needs of young men and women in Somalia who are currently faced with limited alternative options for livelihood and basic functional literacy and numeracy skills. Through this ARC program; the Somali Youth will be provided with opportunities to engage in educational and skills building activities which will give voice to their concerns in a safe and enabling supportive environment.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
• Ensure that nutrition care is provided to the beneficiaries. • Manage, provide technical support and build capacity of national staff. • Ensure that food supply is available and correctly used in the nutrition programs and that the food stock and the nutritional equipment are in place. • As the program grows, supervise and perform close monitoring of the staff working in the nutrition program. • Monitor the nutrition status surveillance of all children less than 5 years old; pregnant and breastfeeding mothers; and participate in the nutrition surveillance, active screening, rapid nutrition assessments, nutrition surveys and produce final nutrition reports. • Assist in developing formal and informal training materials to build the capacity of IDP’s and the host population in health and nutrition. • Assist in organizing training to improve the skills of the national staff in screening, supplementary feeding, as well as nutrition education. • Submit the weekly statistics and the monthly narrative report to the Program Director.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Advanced degree in MD or MPH with comprehensive nutrition background and experience • Minimum 2 years of overseas experience implementing and developing nutrition programs in emergency and post conflict environments in limited resource settings and insecure environments. • Demonstrated experience in conducting monitoring and evaluation activities. • Experience in designing and implementing trainings and trainings of trainers. • Demonstrated experience with proposal development and writing. • Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies. • Familiarity or experience with Sphere Standards. • Strong computer skills including word processing, and spreadsheets and • Experience in GBV and psychosocial interventions helpful.
