MS South Sudan’s goal is to meet the needs of underserved people and
dramatically improve access to sexual and reproductive health services
and use of modern family planning. MS SS is part of the Marie Stopes
International’s Global Partnership, which operates in over 40
countries worldwide.
Marie Stopes South Sudan (MS SS) is building the capacity of its
support office and centre locations in South Sudan and needs to
recruit the following positions.
Based in MS SS Support Office - Juba
1. Clinical Services Manager (South Sudanese Nationals Only)
Duties:
• Accurately represent and apply the best practices and methodologies
of clinical technical expertise and clinical technical leadership to
the project in conceptualizing, developing and administering training
and service delivery improvement strategies, project, and tools
• Ensure the clinical accuracy of interventions by utilising the
recommendations of relevant expert technical agencies.
• Evaluate interventions by developing, enhancing or reinforcing the
use of existing systems for tracking training and service delivery
intervention outcomes.
• Build the capacity of staff and the MOH in technical content areas
and disseminate the training and service delivery improvement
methodologies of technical expert agencies.
• Supply technical inputs on strategic program and event planning,
design, implementation and evaluation.
• Participate in selection, hiring and training of clinical and other
relevant project staff.
• Report monthly on project progress to the senior management team.
• Nurture collaborative professional networks with relevant
organizations and individuals.
• Support best practice advocacy and evidence based policy on
reproductive health related issues.
• Represent MS SS at ministries, relevant professional associations,
clinical networks and other relevant forums.
• Keep up to date with changes in global, MSI, and government policy
and regulations regarding RH and communicate these changes and
implications to MS SS clinical team.
• Assist in proposal development and submission
Qualifications, experience and competences:
• Qualified Health professional with Masters in Public Health or
Medical Doctor with sufficient post qualification experience in Sexual
and Reproductive Health
• Significant experience of sexual and reproductive health programming
in South Sudan
• Ability and flexibility to understand the cultural and political
environment.
• Adherence to MoH or WHO guidelines with the ability to incorporate
advice from the MSI Medical Development Team (MDT) when developing
guidelines and protocols
• Experience of representation at national and local levels.
• Diplomatic especially when working with authorities
• Strong communication skills, with excellent written and spoken
English, Arabic is a great added advantage
• Confident and proficient in the use of MS Office
• Experience of establishing strong working relationships with
colleagues from different functions and cultures
• Experience of proactively identifying and addressing issues
Desirable:
• Previous NGO working experience
• Previous experience of working on a Sexual Reproductive Health
Programme
• Clinical experience, particularly SRH and FP
• Experience and / or qualification in one or more of the following
settings: Reproductive health, Sexual and Gender Based Violence,
Maternal and child health, Safe Motherhood
2. Monitoring and Evaluation Officer (Preferably South Sudanese)
Duties:
• Facilitate development of MS SS monitoring and evaluation systems.
• Support operationalization of programs and projects
• Train clinical staff in basic M&E processes (gathering data analyse
and decision making).
• Institutionalisation of corporate monitoring and evaluation tools
• Provide measurement and assessment of performance in order to
effectively manage outcomes and outputs of results.
• Enhance organizational and development learning
• Documentation/sharing of successes (best practices) and failures on
a regular basis.
• Participate in development of yearly program budgets and project
operational plans.
• Participate in program development
Qualifications, experience and competences:
Relevant university degree, preferably in social sciences,
international relations and/or development or other relevant
discipline.
At least 5 years’ relevant working experience in M&E design and
implementation
At least 4 years’ experience in designing M & E frameworks and
systems.
Willingness to travel to all areas of the country where MS SS is
implementing its programs on a regular basis
Excellent interpersonal, written and verbal communication skills
Strong analytical skills (qualitative and quantitative)
Good understanding of various donor requirements
Experience in designing and leading on specific action research
projects
Experience in working with statistical computer software packages
Goal oriented with ability to work under pressure, independently and
with limited supervision
Fluency in the English language, both written and verbal. Juba
Arabic is an added advantage.
3. Logistics Officer (Preferably South Sudanese)
Duties:
• Set up of entire order, procurement and freight management systems,
developing policies, procedures and administrative forms.
• Implementation and management of tender procurement process.
• Vehicle and fleet management, including registration,
documentations, maintenance, fuel consumption and maintenance systems.
• Management of MS SS communication systems
• Management of building and technical contractors to ensure high
quality results on time.
• Ensure that the office filing systems are kept up-to-date and in
good order, in hard copy and soft copy.
• Be fully responsible for flights by preparing travel arrangements
for all MS SS employees, visitors and consultants.
• Set up and establish effective administrative systems for the
maintenance and safety of the office and guesthouse.
Qualifications, experience and competences:
• Diploma or degree in relevant field.
• Proven experience in procurement, supply chain management, freight
and customs.
• Experience in implementing and maintaining logistics and supply
administration systems.
• Clear understanding of tendering and contracts management processes.
• Minimum of 2 years' experience preferable in an International NGO.
• Strong computer literacy in key applications especially MS Office.
4. Accountant (Preferably South Sudanese)
Duties:
• Record financial transactions in line with MS SS and donor
requirements.
• Manage and reconcile of bank/cash accounts, preparation of monthly
financial accounts for submission, ensuring financial and resource
accountability and effective management of records as required for
auditing.
• Coordinate any interim and annual audits.
• Ensure proper accounting of income.
• Check and monitor field office transactions and incorporate in
reports.
• Maintain, at all times, accurate and up-to-date financial records
and provide information when required.
• Establish and prepare accurate and timely information for financial
monitoring and progress of programme funds and grants.
• Prepare monthly cash flow projections and monthly cash forecast, as
requested.
• Maintain collection and storage of regular financial reports and
budget records.
• Ensure adherence to the MS SS finance and administration guidelines
at all times
• Provide soft and hard copies of monthly financial and narrative
reports on deadline.
• Assist in the preparation of donor reporting
Qualifications, experience and competences:
• A Diploma or degree in Finance and Accounting or Business.
• Minimum of 3 years accountancy experience preferably in an
International NGO.
• Experience of preparing reports, Balance Sheets, Income and
Financial statements.
• Knowledge and experience of providing donor financial and narrative
reports.
• Understanding of international accountancy standards.
• Internal or external auditing experience.
• Membership of recognised accountancy professional body.
• Deep understanding of financial administration and reconciliation
systems.
• Strong computer literacy in key applications especially MS Office.

5. Driver (South Sudanese Nationals Only)
Duties:
• Drive safely and carefully, observing the speed limits and traffic
rules; taking extra caution in bad weather or if the roads are in bad
condition.
• The driver is responsible to ensure that all the passengers adhere
to the seatbelt rule.
• To update the logbook: recording mileage, fuel receipts, servicing,
repairs, accidents, and other incidents.
• While driving always carry valid driving licence and all
documentations that are needed to drive (insurance, accident
declaration sheet, HF and VHF radio frequency list and licences, maps,
etc.)
• Responsible for daily vehicle check, which include (fuel level,
engine oil, coolant level, brake and clutch fluids, windscreen washer
fluid, radiator grill is clean, tyre condition, any possible leaks and
communications equipment).
• Responsible for performing weekly vehicle check
• Responsible for correct loading and unloading the vehicle.
• Accident, damage or any mechanical defect on the vehicle should be
reported to immediate supervisor immediately.
• Fills the fuel tank(s) to the top every Friday afternoon.
• Always check the daily and or weekly planning of the car and make
sure that the car is ready for departure on time.
• Responsible for the number and condition of tools and the spare
parts.
• To secure and guard the vehicle and its cargo while on duty.

6. Logistics Assistant (South Sudanese Nationals Only)
Duties:
• As ‘Driver’ above and in addition:
• Receives purchase orders from Logistics and Procurement Officer.
• Collects and submits to the Logistics and Procurement Officer price
quotations from minimum of three suppliers.
• Purchases goods ensuring the optimum price/quality ratio on the
market.
• Places purchase orders to pre-selected suppliers with whom prices
have been agreed.
• Responsible for checking all receipt/invoices are filled correctly
by the suppliers and translate receipts and invoices if the
information are written with the local language before approval.
• Do not accept money, loans, credits, gifts, entertainment or
commissions from past, present or future MS SS suppliers.
• Carryout regular market survey in order to obtain competitive
prices.
• Identify new suppliers and negotiate prices.
• Deliver all purchased items to the correct MS SS location,
collecting the proof of delivery from that location.
• Settles advances to the finance department.
• Informs the Logistics and Procurement Officer of all information or
modifications to the supplier data, e.g.: price, address, items
available, lead in times.

• Organise and coordinate visitors’ arrangements.
• Managing and office equipment
8. Cleaner and Cook (South Sudanese Nationals Only)
Duties:
• Cleaning of the entire guesthouse and support office.
• Washing laundry, including ironing.
• Washing of crockery, cutlery, glassware, etc.
• Cooking lunch for employees and dinner for the residents.
• Maintaining appropriate stocks of food and household items.
Qualifications, experience and competences:
• Junior Certificate of Education.
• Minimum 3-4 months exposure in an office or compound environment
