INVITATION FOR BIDS TO MANAGE ECOTOURISM
BUSINESS IN CENTRAL FOREST RESERVES (OPEN DOMESTIC BIDDING)
PROCUREMENT REF: NFA/SRVCS-ECO/11-12/00005
1. The National Forestry Authority was established to manage Central Forest Reserves in Uganda on a sustainable basis as well as to supply high quality forestry-related products and services to all stakeholders in accordance with sound financial practices. NFA has a vision for "A sufficiently forested, ecologically stable and economically prosperous Uganda." NFA'S Ecotourism strategy seeks to develop and manage Ecotourism Sites in partnership with the Private Sector and local communities.
2. The National Forestry Authority therefore invites sealed bids to Manage Ecotourism Business in the following Central Forest Reserves;
i. One Site at Jubia Central Forest Reserve in Masaka District: NFA Chalets on site for renovation near Luku Ferry Landing site. Ideal for Forest Lodge and associated services.
ii. One Site at Kalinzu Central Forest Reserve in Bushenyi District: Breath - taking anoramic views of the Albertine Rift features and Tropical High Forest. Ideal for Forest Lodge, recreation and memorable primate and nature walks.
iii. One Site at Mabira Central Forest Reserve in Mukono District:. Lush Tropical High Forest along high way to the Source of the Nile. 3 Bandas, Information centre, gift shop, umbrella huts and wooden deck on site for renovation. Ideal for serene forest accommodation and exclusive fast food services and restaurants
iv. One site at Mpanga Central Forest Reserve in Mpigi District. 37 Km from Kampala on Masaka Highway. 1 Banda, 2 executive wing houses, 1 dormitory, umbrella huts and wooden deck on site for renovation. TropicalHigh Forest with well maintained forest park. Ideal for exclusive restaurant services, forest accommodation and nature retreats.
v. One site at Agora – Agu. 70 km from Kitgum Town through steep winding forest roads adding to the curiosity of the adventure. Lies within the greater Kidepo Valley Tourism circuit. 3 rest houses, concrete relaxation seats, an office block on site for renovation. Ideal for biodiversity centre, forest walks and nature based accommodation. The site is famous for its rich history dating back to the Second World War with a climax during the 1970s.
vi. One site at Bukaleba Central Forest Reserve. In Mayuge District. Located on a small peninsular on the edges of Lake Victoria. The site combines the opportunities of water based recreation and the natural endowments ofForest biodiversity within the confines of a fragile environment. 6 old colonial buildings are on site due for renovation into idealic, rustic accommodation to conjure memories of colonial history in a tranquil forest setting.
vii. One site at Busingiro in Budongo Central Forest Reserve. Adjacent to the proverbial Royal Mile, the site is ideal for bird watching, research tourism and conservation education tours. Approximately 41 km south of Masindi via Nyabyeya Forestry College.
viii. One site at Gamatui Central Forest Reserve. Located approximately 50km from Mbale Town on Kapchora road ,the site is ideal for Mountain climbing expeditions. It is next to Mt.Elgon National Park climbing base of Kapkwa .It could thus easily become a supplementary stop stage for both ardent climbers and amateur hikers .There are three houses and a well maintained green yard that can be turned into a popular mountain camp.
3. Bidding will be conducted in accordance with the Open Domestic bidding procedures contained in the Public Procurement & Disposal of Public Assets Act. 2003 of Uganda.
4. Interested bidders may obtain further information and inspect the prequalification document at the address given below in No.9 from 8:00to 5:00pm on working days.
5. The bidding documents in English may be purchased upon payment of a non- refundable fee of Uganda Shillings 60,000 to the cashier of the National Forestry Authority. Payments should be made to the NFA cashier at the address below. A bid security of Uganda shillings 5,000,000 per Site bidded for should be enclosed within the bid document.
6. There shall be a pre bid meeting at 10:00am in the Meeting Room at the address below (9)
7. Bids in sealed envelopes clearly marked "Bidding to Manage Ecotourism Business in Central Forest Reserves" must be delivered to the address below by 14:30 hours on or before 25th October 2011. The bids will be opened immediately after the submission deadline in the presence of the bidders or their representatives who wish to attend in the NFA Meeting Room. No late bids shall be accepted.
