Purpose:
Under the general supervision of Chief of Operations, you will assist in the human resources management of all categories of staff in a large country/area office.
Qualification:
Advanced university degree or equivalent backgrounds, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas*.
Five years of relevant professional HR Management work experience. Developing country work experience (for IP) or field work experience (for NO). Background/familiarity with emergency operations and staff security.
Fluency in English and another UN language required.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
1.HR Policy Implementation and Administration of HR Services
Advises on and implements entitlement for international and local staff in accordance with UN/UNICEF rules, regulations, instructions and directives, (e.g., home leave, education grant, dependency allowance, language allowance).
Advises and informs all staff on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies. Provides on-going counselling to all categories of staff in the office.
Follows up on all local staff contractual status and ensures appropriate and timely actions for renewals of contracts, promotions, within-grade increments, & performance evaluations.
2.Recruitment/Talent Search
Carries out the recruitment process of national professional officers, general service, and temporary staff, according to UN/UNICEF rules, regulations, procedures and policies in a timely and transparent manner to support the strategic human resources needs. Support in sourcing qualified candidates using appropriate techniques and in compliance with the new selection policy.
Provide technical and administrative support to recruitment bodies including selection panels, Central Review Body, Job Classification panel Reviews appropriateness of job descriptions, arranges internal and/or external advertisement(s) and, in consultation with supervisors, undertakes the short-listing of candidates for SAP/APC reviews and conducts preliminary interviews and reference checks.
3.Orientation and Induction of new staff members
Provides briefing and orientation to newly arrived staff on personnel and administrative procedures and requirements (payments, opening of bank accounts, etc.), and international staff personal entitlement in the country. Ensures the processing of these entitlements and documentation with the relevant ministries, and other appropriate institutions.
4.Staff and Management Relations
Monitors potential staff relations or personnel problem areas, and keeps Representative/Operations Officer informed of situations and recommends courses of action.
Reviews policy changes from headquarters, and briefs the Operations Officer/Representative/CMT on the feasibility and appropriateness to local conditions. Implements decisions and establishes control mechanism.
5.Management Excellence in the Office
Participates and acts as resource to staff/management bodies such as SAP, APC, JCP and JCC, providing administrative support and guidance on systems and procedures. Responsible for the agenda and preparation of minutes.
6.Capacity Building and Career Development
Participates in the identification of training needs, preparation of training proposals, arrangements for implementation and evaluation of impact on staff/office performance.
7.HR Planning and Management
Contributes to the budget preparation and reviews process through an analysis of staffing pattern and needs of the office, makes recommendations regarding the organizational structure of the office, and the effective planning of human resources. Participates in management meetings affecting human resource management and planning.
Ensures job descriptions for all posts are up-to-date, properly recorded and duly classified. Provides guidance and support in the preparation of job descriptions for all categories of staff (professional and general service).
