Under the overall supervision of the Head, Human Resources and the day-to-day supervision of the Head, Recruitment, the incumbent performs the following duties:
The Human Resources Officer provides HR advice and services at divisional level within his/her assigned functional units in the areas of post management, staffing, recruitment, promotion/selection, workforce management, HR planning, transition support, staff relations and advice, performance management implementation, statistics, and post management.
•
Provide advice and act as business partner to client groups on staffing and recruitment matters, workforce planning and organisational structure;
•
Provide support and services to promotion panels and succession planning';
•
Develop and implement staff recruitment/promotions/reassignment plans, techniques and procedures pertinent to the Secretariat's short and longer-term staffing needs and priorities in consultation with other organisational units, based on anticipated staff turnover, reassignments, and promotions, ensuring timely filling of vacant positions;
•
Identify recruitment sources for vacancies and designs outreach recruitment efforts to support organisational targets (geographic distribution, gender etc) while not compromising on identification and selection of highly qualified candidates for vacancies. Participate on recruitment panels for professional and general service staff. Management of recruitment panels to promote equity, transparency, and consistency in the selection and placement of staff while demonstrating flexibility in understand management needs and developing appropriate courses of action;

Advise on workforce planning and appropriate contract types and terms of employment when recruiting staff;
•
Brief candidates on entitlements and conditions of service;
•
Advise client groups on the application of OPCW HR policies and procedures. Interpret established rules and policies, the implications of alternate courses of action, and the potential for appeals;
•
Liaison with other organisations/agencies to ensure that OPCW is at the forefront of efficiency and effectiveness in the provision of HR advice and services in comparable systems, including the UN common system; to identify possible solutions to exceptional/unusual circumstances; and to arrange the release/secondment/loan of staff;
•
Provide transition support services to separating staff members affected by the staff tenure policy;
•
Identify and resolve staffâsupervisor problems or potential conflicts in accordance with the OPCW's relevant Staff Regulations and Rules and administrative issuances;
•
Examine a wide array of HR issues within his/her areas of responsibility, carrying out investigation and research in order to prepare reports and analyses for the Head of Recruitment providing recommendations on improved approaches and alternative courses of action;
•
Administer the performance management and appraisal system within his/her assigned functional units, providing advice on meeting PMAS requirements, and overseeing the accurate and timely completion of performance appraisals. Promote fairness in the development of evaluation criteria and objectivity in individual performance management by ensuring annual work plans are in concert with job descriptions and grade levels;
•
Oversee preparation and maintenance of statistical analyses, workforce planning and standard reports related to staffing issues falling within his/her areas of responsibility within his/her assigned functional units;
•
Provide advice to client groups on preparing job descriptions, terms of reference and vacancy notices, evaluating organisational structures and task assignments, and post management.
The Human Resources Officer acts as the business partner providing HR advice and services in the following areas:
Performance management implementation
•
Assist in attainment of equitable rating system across the Secretariat by ensuring a common understanding between organisational units of the ratings applicable to different levels of performance, and preparing and maintaining supporting statistics and reports for Management on the implementation of the system within the Secretariat;
•
Provides support to the PMAS Committee and Rebuttal Panels.
Statistics
•
Oversee preparation and maintenance of statistical analyses and standard reports for management related to all staffing issues such as geographic representation and compliance with the terms of the tenure policy.
Post Management
•
Oversee maintenance of the headcount and staff turnover documents, and reports recording changes to posts, and preparation of documents for classification.
Perform other duties as required to ensure the efficient and effective provision of HR advice and services to the Organisation.
Knowledge and skills
•
Advanced university degree in human resources management, public or business administration, industrial relations or psychology or related subject. A first level university degree in combination with qualifying experience (minimum of 7 years) in these areas may be accepted in lieu of the advanced university degree;
•
Knowledge of human resources management theories and principles, particularly in international human resources management;
•
Excellent inter-personal, negotiating and persuasion skills;
•
Tact and discretion;
•
Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
•
Supervisory ability;
•
Ability to identify client's needs and appropriate solutions;
•
Conceptual analytical ability and excellent communication skills with demonstrated ability to present information in a clear and logical manner both in writing and by other means;
•
Demonstrated ability to analyse HR policy and effectively apply procedural guidelines;
•
Ability to plan and organise;
•
Problem-solving skills;
•
Computer literacy (MS Office applications).
Experience
•
At least 5 years of relevant experience in human resources management, including recruitment and staffing with advanced degree or 7 years with first level degree. Other areas of expertise may include HR planning, workforce planning, performance management or job classification/post management;
•
Experience providing human resources business partner advice to a wide range of clients.
•
Experience working in the UN Common System is desirable;
•
Work experience in national government, non-gonvernmental organisation (NGO) or in an international organisation is desirable.
Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
