Background
The education context in the Republic of South Sudan is defined by striking poverty and low human and social development. Less than 25% of six year olds enroll into standard 1 and an estimated 12 percent (less than 10% for girls) complete eight years of primary . Basic statistics for girls’ education tell the story. According to EMIS (2010), the gross primary enrolment rate is 68.8 (54.5% for girls), the net enrolment rate is 44.4 % and 37.1% for girls; and the gender parity index is 0.59.
The proportion of trained teachers is low, with a student to qualified-teacher ratio of 400 students per teacher .The proportion of female teachers is below 30%, and many schools have no female teachers. The adult literacy rate is estimated to be 24 percent, even less for females. Permanent classrooms are less than 25%, and most schools do not have easy access to clean water and separate toilets for boys and girls. Teaching practices are not gender sensitive, and corporal punishment is rife.
Studies have associated girls’ education with improved economic productivity, higher levels of education for the next generation, lower child mortality, reduced fertility rates, improved stability and peace and lower rates of HIV/AIDS. It has been argued that ggirls’ education is the single most important investment that Southern Sudan can make. For children and especially girls who have been uprooted and affected by conflict, education remains critical to stabilisation, normalcy and hope. Girls’ education is considered essential to the entire development agenda.
Justification
Efforts by government and its education development partners to improve the education of women and children have been compromised by a fragmented approach. The girls’ education specialist will develop a girls education strategy and the related implementation frameworks.
Scope of Work
The main thrust is to build on current initiatives and to develop new and innovative approaches, that build on practices at school, community and policy level, in order to improve access and completion rates, and in the process increase transition to secondary education. Several inter-related tasks will be undertaken, including situation analysis and strategy formulation in a process that involves key stakeholders.
Main Tasks
Undertakes a situation analysis;
Develops a Girls Education Strategy, adopting a participatory process;
Supports the gender audit process for the Education Sector Strategic Plan;
Reviews education programmes and strengthens the equity focus;
Supports government efforts to activate the technical working groups on GE;
Develops a girls education communication strategy;

• Technical knowledge: latest developments and discourse in girls’ education and gender equality; project management; some knowledge of human rights issues;
• An advanced knowledge of education in Southern Sudan, particularly girl’s education;

Qualifications
At least a Master’s Degree in social sciences, education, communication, international development or related technical field. At least five years of progressively responsible professional work experience at national or international levels in a related field. The assignment is technical and is designed to contribute to the development of new approaches to an old problem.
