Organizational Setting

The Programme of Action for Cancer Therapy (PACT) Office was established in November 2005 with the objective to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The PACT Programme Office (PPO), headed by Head-PPO, reports directly to the Deputy Director General of the Department of Nuclear Sciences and Applications.

PACT is a high profile flagship initiative for the IAEA whose success will help mold the IAEA's future approach to the funding of cooperative development programming, with PACT staff expected to be highly motivated, innovative and effective. The work environment is dynamic, participative and interactive with inputs received continuously from the IAEA Board of Governors, the General Conference, policy- and decision-makers, PACT partner organizations and counterparts in the Member States. In 2009, the World Health Organization (WHO) and the IAEA have signed an agreement to complement each other's efforts in the fight against cancer in low- and middle income countries, particularly on capacity building for cancer control planning and implementation of appropriate interventions and strategies, and to collaborate on raising awareness and new funding for cancer control activities at national, regional and international level through a WHO/IAEA Joint Programme for Cancer Control. Head-PPO is the IAEA's Joint Programme Coordinator.

The PACT Programme Office is a high-pace environment with frequent input from Member States and donors.

Main purpose

Reporting directly to the Head-PPO, the Fundraising Officer develops and coordinates fundraising proposals to mobilize the resources needed to develop and implement PACT strategies at country and regional level, WHO/IAEA joint cancer control assessment missions and country projects in all regions. In particular, within the context of IAEA's Partnership and Resource Mobilization Policy, he/she formulates a strategic fundraising and implementation framework for PACT, the related policies and innovative tools and mechanisms to meet the resource needs of the PACT programme. Additionally, he/she supports Member State's efforts in developing funding proposals, and presents such proposals to potential donors using the appropriate procedures.

Role

The Fundraising Officer is: (1) a knowledge contributor, developing customized fundraising strategies and policies, tools and mechanisms for implementation, and developing financing proposals for potential donors, funding institutions and strategic partners; (2) a liaison/focal point for collaborative public and private partnerships; (3) an advocate, promoting PACT activities to potential donors, such as leading cancer organizations, industry and financial institutions.

Partnerships

The Fundraising Officer aligns with other IAEA experts in the IAEA-wide resource mobilization approach acting as a liaison point and adviser on resource mobilization and fundraising strategies for cancer-related activities and projects, funding priorities for the WHO/IAEA Joint Programme, trends of funding partners, and coordinating inputs for fundraising opportunities. He/she establishes and maintains collaborative relationships with donors, including Member States and PACT partner organizations and non-traditional sources, to explore funding priorities and needs.

Functions / Key Results Expected

  • With guidance from Head-PPO, develop a joint fundraising strategy for PACT and provide advice and support to Head-PPO and other PACT staff in the implementation of this strategy in PACT national and regional activities.
  • Establish and broaden relations with donors and financial partners and analyse information on their funding priorities and trends; advise PACT interagency partners on methods to develop bankable projects; explore possible sources of funding, including non-traditional sources, and engage the sources in strategic programme development opportunities with the IAEA's Technical Cooperation regional divisions.
  • Develop PACT's fundraising capacity through specific fundraising activities with an emphasis on raising core unrestricted income.
  • Organize fundraising activities, such as donor briefings and presentations, joint donor events with the WHO; coordinate the provision of promotional material, such as success stories and best practices; assess and report on the progress of fundraising efforts and activities.
  • Coordinate with the Division of Budget and Finance, Office of Legal Affairs, and the Director General's Office for Policy, the acceptance of extrabudgetary contributions in accordance with IAEA rules.
  • Identify partnership opportunities based upon analysis of the private sector, NGOs and other non-traditional partners and engage them in strategic programme development.
  • Guide, motivate, and evaluate the activities of PACT's external fundraising consultants/contractors, and closely collaborate with other Fundraising Officer(s) in PPO.

Knowledge, Skills and Abilities

  • Practical knowledge of the PACT programme, strategies and priorities.
  • Strategic approach: Ability to contribute to the development of the IAEA fundraising policy with regards to non-traditional and individual donors and to develop fundraising tools and mechanisms, whilst ensuring that the IAEA's reputation for integrity and its institutional independence are upheld and enhanced.
  • Creating and innovating: Ability to develop and adapt innovative approaches and replicable strategies for fundraising, through the analysis of trends and experience and the consideration of lessons learnt.
  • Adapting and responding to change: Ability to challenge and question common resource mobilization practices and previous approaches, to adapt to changing circumstances and needs, and to identify and prioritize marketable projects.
  • Interpersonal skills:
    • Ability to build networks and strategic alliances and maintain relationships with key donors and other partners, with tact and sensitivity.
    • Ability to develop detailed knowledge and understanding of priorities and the areas of interest of partners whilst sensitizing them to PACT programmatic activities.
  • Communication skills: Ability to make presentations that catch and maintain audience interest.
  • Planning and organizing skills: Ability to coordinate and facilitate timely reporting of results and successes to donors and Member States.

Education, Experience and Language Skills

  • Advanced university degree in finance, business, public administration, international relations or any other related field.
  • Minimum of seven years of working experience in fundraising, resource mobilization and project development preferably in the field of international human health.
  • Proven record of donor proposal preparation and mobilizing resources in private and public sectors, preferably in the field of human health.
  • Language skills: Excellent knowledge of written and spoken English. Knowledge of Spanish or French highly desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $41 246*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
