Regional Internal Control Manager
Location: Uganda

Description
FINCA is looking for a Regional Internal Control Manager (RICM) for its regional hub in Africa, based in Kampala, Uganda. The RICM will report to the Regional Director and will work with the affiliates to ensure the development, implementation, maintenance, and continued renewing of a best practice internal control environment. The position involves being constantly aware of all affiliates’ situation – strengths, weaknesses, needs, etc – in the area of internal control environment, and ensuring that the internal control environment meets best practice standards. The RICM will work with affiliate Management and other operational staff at the filed level to assess needs and develop and implement solutions. The RICM position is separate from internal audit and not responsible for the audit function. It is estimated that travel to affiliates will account for about 50% of the RICM’s time.
The goal is to create and maintain an internal control environment that discourages fraud and negligence, if fraud/negligence occurs, detect violations at an early stage, thus limiting damage to immaterial amounts, fosters efficient operations, and efficient use of human and technical resources, assists affiliate management at all levels in controlling and guiding staff and operations with the aim of improving performance.
Ideal profile:
  • Higher University degree in Business, Finance, Banking, Economics, Management, or equivalent work experience;
  • Ideal candidates must have at least 5 years banking or micro credit operations or internal control experience preferably with international organizations working in developing countries;
  • Practical experience identifying internal control needs and creating solutions;

Planning and Financial Analyst, Africa

FINCA International is currently looking for a Planning and Financial Analyst for its regional hub in Africa, based in Kampala, Uganda. The Planning and Financial Analyst reports to the Regional Director and will be responsible for monitoring and analyzing the planning and the financial performance of the affiliates. S/he will also be responsible for managing the local hub office and acting as regional coordinator for all regional meetings and events. This implies:
  • Directing, training and active participation in the preparation of the strategic and annual operating plans and budgets for the affiliates in the region and the regional hub office.
  • Monitoring and analyzing monthly targets and financial performance, including the creation of various monitoring tools.
  • Monitoring compliance with financial policies, operating plans, budgets and grant agreements and central bank regulations.
  • Taking measures to protect equity from losses due to mismanagement, fraud, banking risk, monetary risk and foreign exchange risk.
  • Ensuring viable expansion and branch feasibility. S/he will also help with the fund raising initiatives for the Hub and the affiliates and contribute to the proper management of the Hub’s resources and coordination with Headquarters.
  • Managing the local hub office, including supervision of local staff, hub accounts, and ensuring all hub assets are properly maintained and insured.
  • Coordination of all regional events, meetings held in the region, including regional Board of Directors meetings.
Ideal profile:
  • University degree in finance, accounting or banking; or undergraduate degree in business with graduate studies in finance, accounting and banking; or equivalent work experience;
  • At least 3 to 5 years working experience in finance, microfinance or accounting with at least 2 years in banking;
  • At least 2 years of international working experience;
  • Proven experience in at least four of the following areas: banking, lending and credit administration, cash management, asset-liability management, financial administration of micro credit organizations, preparation and administration of grant proposals, especially with USAID, financial analysis, planning and budgeting in general;

FINCA International is looking for Marketing Manager (MM) for FINCA Uganda, to be based in Kampala. The MM will be responsible for designing and implementing the marketing plan in line with the strategic plan. S/he will carry out marketing research to capture market needs and suggest areas of improvement. In particular, implement the customer satisfaction measurement process and monitor this on a monthly basis. S/he will research and analyze the local market to understand key business drivers, influences, and competitor activity. S/he will ascertain that clear sales targets and goals are set for the staff and that resources are available to achieve the targets in line with the sales & marketing strategy. S/he will manage and supervise the Human Resources of the department, foster the development of a working environment of high ethical standards and high morale, respect, trust, understanding and cooperation among staff as per the Human Resources management manual. S/he will maintain constant communication with the regional staff and ensure clients’ concerns are addressed in line with the communication policy. The final objective of the MM’s activities is to support field staff in maximizing FINCA affiliate’s outreach to the target group in a sustainable and profitable way.

Ideal profile:

  • Bachelor’s degree in Marketing from a recognized University, Master’s degree desirable or equivalent work experience,
  • Five years relevant experience, with at least two years experience at managerial level or other supervisory capacity,

FINCA International is looking for an in-house legal counsel (ILC) to head the Legal Department, working with the senior management of FINCA Uganda, and with the global Legal Team of FINCA International. In coordination with FINCA’s Office of the General Counsel, the ILC will be responsible for reviewing and preparing contracts and other corporate and legal documents, analyzing the tax consequences of the operations and transactions in which the affiliate participates, representing the affiliate before the regulator, competent courts and other authorities as well as ensuring compliance with labor and employment obligations. In addition, the ILC will be responsible for identifying legal risks associated with the operations of the affiliate and proposing mechanisms for mitigating such risks. The ILC will work and provide legal advice on a wide range of corporate and credit matters, including (but not limited to):
- Corporate compliance with local laws and regulations, including applicable banking regulations, corporate, tax, accounting, and labor matters,
- Legal support in all aspects of the affiliate’s credit operations, including preparing and negotiating loan and security documents, managing foreclosure proceedings, and all litigations,
- Legal support in structuring and monitoring financing agreements with local and international lenders,
- Legal support in managing transformation of the institution into banking financial institution,
- Maintenance of corporate minutes book, contracts and records.
Ideal profile:
- Law degree from a leading university in Uganda, post-graduate law degree from a western university preferred,
- Admission to the local bar,
- Minimum of 5 years of experience in corporate, tax, commercial, finance/banking law,
- Experience with credit/financing operations, loan and security structuring, foreclosure proceedings; litigations experience is required (experience with commercial banks preferred),

- International experience in developing countries: 3 years minimum,
- Experience working in microfinance an asset, experience in setting up microfinance programs preferred, branch management exposure preferred,

- Minimum experience of 5 years,
- International experience desirable, exposure working in the region an asset,

- Demonstrated abilities in budget preparation and management, and general ledger management,

Alternative Delivery Channels Manager

ADC Manager will report to the Vice-President / Regional Director, Africa (Dotted line to Director, Research and Development) and will perform the following activities:

  • Develop and integrate alternative delivery channels for microfinance products and services,
  • Identify and implement innovations for servicing customers through branchless banking, using both fixed and mobile technologies (ATMs, POS, mobile phones),
  • Ensure that financial viability and a positive customer experience are achieved in the new channels,
  • Establish and monitor servicing relationships with internal and external parties, including back- and front-office staff, agents, networks, and other service-providers,
  • Manage the delivery channel as a business, focusing on income and costs, working closely with other units in order to drive growth in outreach and sales.

Ideal profile:

  • Advanced Degree in relevant field (banking, business, finance),
  • Commercial orientation and strategic planning experience,
  • Operation of alternative delivery channels experience,
  • Sales and marketing (desired) experience,
  • Ability to work with cross-functional teams,
