To coordinate with the Safety and Security Regional Senior Specialist, the safety and security for all Save the Children operations in Ethiopia, ensuring that all global policies and procedures are systematically applied across the country programme.
Your support in the delivery of an effective security function will play a key role in the expansion of Save the Children emergency programmes in Ethiopia to increase impact and enable positive change for children.
SCOPE OF ROLE: Reports to: Country Director with doted line to Regional Safety and Security Coordinator, and Global Safety and Security Manager.
Country Dimensions: All areas of current and anticipated operation within Ethiopia. Staff directly reporting to this post: None.
KEY AREAS OF ACCOUNTABILITY: Support the delivery of effective Programmes, in both development and humanitarian contexts, by: • Support the Country Security Focal Points (SFP’s) in the continual review of all local Safety and Security Guidelines and procedures for Emergency Response, in accordance with SC Joint Safety and Security Management Initiative (JSSMI) global security guidelines and SC minimum standards. • Coordination and support of training needs to all staff deployed in Ethiopia as required, building the awareness and capacity of both international and national personnel in terms of personal safety and security, and developing a programme of continuation training. Work with SSRSS on crisis management training for Incident Management Teams. • Assist, support and coordinate on security assessments as required. • Support SFP’s to ensuring that contingency plans for each office (including for Evacuation, Relocation, Hibernation, and Medical Evacuation); • Researching and analyzing security-related information from a variety of local and international media sources, district offices, the UN and other INGOs in order to produce a formal weekly security update; • Monitoring HR, Finance, and Logistics security working practices and advising the Team Leader on the safety and security consequences of decisions; • Manage briefings and travel security in coordination with the Country Security managers for high level visitors such as SC member’s management visits and media visits. • Assist in the coordination of incident/crisis response if required by the Country Director, Response Team Leader or/and Regional Safety and Security Coordinator • Assisting in the proposal process by coordinating and helping identify technical security requirements in coordination with the Logistic Coordinator; • Representing the principles and work of Save the Children UK to donors, United Nations, NGOs and INGOs, government, media and other stakeholders when required at regional level • Attending security related meetings with all agencies. • Provide capacity building of security staff as required. • Complying with and promoting all Save the Children UK Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.

QUALIFICATIONS AND EXPERIENCE Essential: • Minimum 3 years practical field experience in security management/leadership role (e.g. military, police, or direct INGO security management) in challenging or insecure environments, with sound knowledge of personnel and organizational security issues, threat/risk assessment, security management and awareness; • Ability to assess and manage security situations and to develop personal security and evacuation procedures; • Track record of training, managing and developing staff in safety and security principles and procedures; • Ability to accurately read and navigate using 1:50000 maps and plot GPS coordinates, and technical competency and training experience in field-based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite and internet systems; • Experience of incident reporting and mapping, intelligence collation and analysis functions, the establishment and execution of a incident warning systems, and the compilation of security reports and assessments; • Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems; • Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination; • Resourcefulness and creativity in developing the role of security within the programme and ensuring the most effective support to line management; • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities; • Strong communication, people management and interpersonal skills in English is compulsory with experience in leading multicultural, multi location, values driven teams; • Willingness to work and travel in often difficult and insecure environments; • Commitment to Save the Children global policies and values.
Desirable: • A formal security qualification or appropriate security management training; • Instructor level experience in the training of security/safety related subjects; • Previous experience working in the Ethiopian context would be a strong advantage; • Experience in security provision in emergency response; • Background in large international non-governmental organisation or other international relief/development body.
