Deputy Director of Procurement
International Relief and Development is seeking a Deputy Director Procurement who will have global responsibility for the acquisition of goods and services, as well as the selection of the vendors and provides procurement leadership across the organization. Director, Procurement establishes an overall Procurement Department and strategy which identifies, prioritizes, evaluates, and manages procurement needs opportunities. Additionally, in collaboration with functional areas develops and enhances IRD’s operational procedures and policies for procurement, sub-award administration, subcontracts management and issue policy bulletins.
Essential Job Functions:
• Develops IRD procurement policies and operating procedures;
• Performs procurement and supplier management functions in support of U.S. Government Domestic, and International contracts;
• Develops Request for Quotations/Proposals, performs price and cost analysis, conducts negotiations, and issues and manages Purchase Orders.
• Provides leadership for a global Procurement Department and works to assure compliance with FAR and other Federal purchasing and procurement regulations.
• Develops and implements IRD policy, and provides expert advice on all purchasing and contracting decisions, negotiating large purchases, and responding to any claims regarding contract law violation;
• Develops, implements, and continuously improves sourcing processes;
• Designs and implements the strategies for maximizing the value achieved for business partners, and provides leadership and expertise in market analysis, supplier management, negotiation, project management, and facilitation;
• Acts as the liaison to link operating companies objectives with the overall corporate sourcing strategies;
• Liaise with Legal to ensure all contractual terms and conditions are approved and corporate risk is minimized;
• Facilitates work across departments and business units to develop common requirements and business processes in order to leverage key suppliers and overall supplier portfolio;
• Engages, mediates and reasonably resolves issues as needed between functional and program requirements and suppliers;
• Acts as the key person in the organization having responsibility for driving sourcing savings: analyzes metrics and builds programs to deliver improved performance; maintains and drives business best practices regarding supplier productivity performance throughout the organization; analyzes global spend for key aggregation/consolidation opportunities and creates programs to leverage spend wherever achievable;
• Evaluates and works to increase purchases from 'diverse' suppliers, minority business enterprises (MBE), woman-owned, HUB Zone, etc. (U.S. Only);
• Works closely with Compliance and Audit units to coordinate procurement compliance audits and policy input.
Qualifications
• Bachelor’s degree in Business, Finance or related field with 15+years working in procurement.
• 8+ years international experience
• Demonstrated working knowledge of USAID ADS system, the Federal Acquisition Regulations cost/price analysis, indirect rate development, contracts types, grants and cooperative agreements.
• Advanced knowledge of Microsoft Office software and Cost-Point.
