Description | Position Summary: The Deputy Country Director will work closely with the Country Director to develop and implement Pact’s program in South Sudan. During first year, s/he may support the setting up of a separate country program in Sudan. Pact in South Sudan has a 3-year strategy and the Deputy Country Director will lead the implementation of the country strategy. The Deputy Country Director will oversee the implementation of all programs/projects, develop future programs and foster integration and synergy among the various programs. The Deputy Country Director will deputize for the Country Director. S/he will manage all program managers and other staff.. S/he will work with staff and partners in South Sudan, Pact Africa and Pact headquarters to identify program opportunities that are consistent with Pact priorities, and leads in-country efforts to bring those opportunities to fruition. S/he will support the Country Director in representing Pact’s work with the donor community and other stakeholders in the region. . Program Leadership and Management • Line-manage and provide mentoring and coaching for all direct reports and provide leadership for all staff involved in the development and implementation of projects and programs. • Deputize for the Country Director in his/her absence. • Oversee the overall management cycle (planning to evaluation) of Pact projects and programs, ensuring that projects and programs are delivered to the highest quality and meet Pact and Donor standards and requirements. • Ensure, with assistance from the Program Managers, adequate coordination at the project and program levels in terms of personnel, funds and other required resources. • Serve as team leader charged with the day-to-day execution of the country program maximizing coordination. It is expected that the Deputy Country Director will strive to develop synergies among all Pact programs, and ensure linkages between the MERL, Communications, Grants, Operations, Technical, and Finance teams. • Coordinate the development, implementation and reporting on all project/program implementation plans. • Coordinate the compilation and submission of all performance reports and responses to donors. • Ensure compliance with and implementation of all donor-related, Pact, and project-specific policies, in collaboration with the other departments of Pact in South Sudan (Finance, Grants, Operations) and with HQ. B. Strategic Planning • As applicable, participate in Pact worldwide strategic planning processes and forums. • Assist the Country Director in the preparation and implementation of country-office strategic and annual delivery plans. The plans will be developed in an inclusive and participatory manner. • Ensure understanding of strategic planning and approaches by all program and key stakeholders. • Ensure strategic and delivery plans are properly implemented, monitored and modified as required. C. Program and New Business Development • In close cooperation with Project Managers, ensure Pact projects and programs meet the established goal and objectives and planned outputs and outcomes. • Ensure project and program proposals and reports are submitted to donors, the Government of South Sudan (as needed) and Pact HQ (as needed) in a timely manner. • Stand in for the Country Director in liaising with donors, taking into account overall funding needs and Pact’s strategic priorities and approaches. • To support staff and implementing partners to think ahead and plan for new projects and programs, consistent with Pact’s vision and mandate in South Sudan. • Build on existing body of analysis conducted and updated by Pact South Sudan since 2002 to inform programs as well as Pact contributions to sector consultative and coordination mechanisms. • Ensure that Pact continues to build programs based on strategic analysis of the South Sudanese context and regional (cross-border specifically) context. • Establish and maintain working relationships with the development community in South Sudan as a base for building/maintaining/expanding a sustainable country and regional program. • In coordination with Pact headquarters, negotiate contracts, grants, cooperative agreements and their modifications. • Participate in Pact worldwide strategic planning and other program development opportunities outside South Sudan. • As applicable, make regular visits to field sites, to monitor the status of projects. D. Knowledge Management • Continue Pact practice of sound analysis (see bullet-points above). • Ensure that the most updated information regarding the programs is shared via the designated mechanisms: any databases, the web page and the monthly highlights report. • Facilitate and/or participate in learning communities and task forces. • Document methodologies and results that can inform the wider Pact community (such as evaluation documents, consultant reports, workshop reports, etc.). • Review relevant reports, evaluations, and other internal and external resources (including the tacit knowledge of individuals) as necessary to utilize Pact expertise and experience for improving program implementation. • Ensure a response to information requests from colleagues and HQ in a timely manner. E. Finance, Administration and Human Resources • Working closely with the Country Director and Finance and Administration Director, provide oversight for all program administrative and financial operations to support the programs. • Consistently monitory programs financial positions and ensure the best use of available resources. • Maintain up to date understanding and adherence to Pact’s policies and procedures amongst all program and country office staff. • Working closely with Grants and Finance to ensure grants are awarded in an efficient and transparent manner, assuring timely and high-quality monitoring of and reporting by sub-grantees. • Working with program managers, oversee the work of implementing partners and monitor for compliance with sub-agreements and subcontracts. • In cooperation with Pact HR, oversee the management and development of program and country office human resources to ensure a diverse, skilled and productive workforce and promote an organizational culture where Pact’s values are upheld and peer learning is practiced. • Provide proper supervision and management for all direct reports and oversee the establishment and functioning of strong and effective program delivery teams. • In cooperation with Pact HR, oversee the establishment and regular review of compensation package to ensure competitiveness and staff motivation and commitment to Pact. • Ensure the proper implementation of Pact’s performance management system for direct reports. This can include: proactively addressing performance issues through regular, constructive and honest feedback and coaching and mentoring, and identifying necessary staff development opportunities for direct reports. • Invest in consistent team building to increase cohesion between staff in all geographic areas of the country. G. Other • Perform other duties as assigned. • Perform all work safely and maintain a safe working environment for self and others. Qualifications: • Demonstrated people and program management and oversight skills. • Strong and demonstrated budget management and oversight skills. • A good people motivator, team player, leader and mentor. • Commitment to Pact’s vision and organizational mandate. • Ability and sensitivity to interact effectively across diverse cultures. • Fluency in English and good writing and other communication skills. • Knowledge of Arabic and/or local languages a plus. • Experience of implementing projects/programs in some of the country program’s five impact areas: Peace Building; Health (Water and Sanitation); Livelihoods; and Natural Resources Management. • Ability and willingness to do periodical in-country travel to visit projects and occasional out of country travel, and willing to stay in rustic accommodation (e.g. tents). • Ability to perform and prioritize multiple tasks. • Proficiency in word processing, spreadsheets and database skills. Education and Experience Requirements: • Masters degree in relevant field – international development, conflict management, political science, NRM. • Minimum ten years of work experience in international development, of which at least five years field experience in development and capacity development work. • Senior and sustained experience in several areas for this multi-sector position– peace and conflict, capacity development, and community development. • Proven experience in developing and leading complex field-based projects in with a variety of donors. • Proven capacity in successful New Business Development with a variety of donors including but not limited to USAID, DfID, Canadian Government, Danish Government, Norwegian Government, and United Nations. • Experience managing a program that has several remote sub-offices throughout a country. • Practical experience in establishing and operating programs. • Experience in leading program development. |
