Functional Title: IT Consultant – Database Development
Duty Station: Kigali (Rwanda)
Duration of Assignment: 45 Working Days (1,5 Months)

General Functions:
Under the overall supervision of the Head of Office and Programme Manager of IOM Rwanda, and under the direct supervision of the designated Project Coordinator in Kigali, and in close collaboration with the Diaspora General Directorate and the Rwandan Diaspora Global Network, as well as with the Outreach consultant and the IOM Kigali-based Staff, the successful bidder will assist in the design and the development of a database of Rwandan Diaspora Health Professionals in Rwanda according to the schedule outlined in the project.
Desirable Experience and Qualifications:
- At least 5 years experience in website design and development
- At least 5 years experience in database design and development
- Proven experience in information management
- Previous experience in labour migration related research is considered an asset.
- University Degree: BSc-Computer Science or related educational background, with an MSc in Computer Science considered an advantage;
- Knowledge of Database Design and Development using either: Microsoft SQK Server, Oracle or MS Access.
- Knowledge of scripting languages: JavaScript, Vbscript, HTML, PHP.
- Knowledge of Web Design Editors: Dreamweaver MX, Delphi for PHP, FrontPage and other related editors.
- Knowledge of Statistical Applications: SPSS.
- Training experience.
- Language Skills: Fluency in English and French, particularly with regards to the website terminology is highly desirable.
