Consultant to Establish a National Team to Support the Development of a Climate Resilience Strategy as part of the Climate Resilient Green Economy Ini

The Government of Ethiopia (GoE) has set a vision of becoming a middle income country by year 2025 while pursuing a climate neutral growth strategy. To realize this vision, the Office of the Prime Minister (PMO), the Environmental Protection Authority (EPA), and the Ministry of Finance and Economic Development (MOFED), have embarked on a process of defining a Climate Resilient Green Economy (CRGE) strategy that is anchored in the country’s Growth and Transformation Plan (2011-2015). To communicate this strategy, the GoE has developed the CRGE Vision document. This document identifies the following necessary components for achieving a climate resilient green economy: the development of a CRGE Strategy and CRGE Investment Plan, and the establishment of a CRGE Facility to support the implementation of the CRGE Strategy and Investment Plan.

Under the political guidance of the Prime Minister’s Office and the technical supervision of the EPA, the Green Economy component of the CRGE Strategy has been prepared in seven sectors/sub-sectors that have high carbon abatement potential – Power Supply, Buildings and Green Cities, REDD+, Agricultural/Soil-based Emissions, Livestock, Transport, and Industry.

The Climate Resilient component of the CRGE Strategy will be developed in three phases.

Phase 1:
  • Support the translation and consolidation of the sectoral and sub-national adaptation action plans into a single document (2 weeks).
Phase 2:
  • Establish a national team (4 weeks);
  • Develop a methodology for identifying, prioritizing and assessing risk and adaptation options; carry out preliminary assessment; and prepare an Overview Note on the Status of Ethiopia’s Climate Resilience Strategy, plans for its completion, in the context of the Climate Resilient Green Economy Initiative (4 weeks in parallel with establishing a national team).
Phase 3:
  • Develop the climate resilient elements of the Climate Resilient Green Economy Strategy including a cost benefit analysis of each prioritized measure (3 months); and
  • Work under phase 3 will also involve combining both the Climate Resilient and Green Economy parts of the Strategy into a single coherent document. (3 months).
The outputs under the second phase will need to build on the outputs from the first phase, which is consolidation of the draft sectors and regional states climate change action plans, and in turn, phase 2 will be a basis for phase 3.

Duties and Responsibilities

Purpose and Objective

A consultant is sought to undertake the task of establishing an integrated interdisciplinary and interagency national team which will actively engage in the analytical work produced under Phase 2 and take forward the analytical work planned under Phase 3.

In assembling the national team, the consultant will need to ensure that the team is truly interdisciplinary and interagency to encourage participation of all relevant sectors, taking into account the already functioning sector taskforces. Similar arrangement is available for in the preparation of the Green Economy component of the CRGE Strategy. The consultant should also make sure that there is sufficient awareness about the scope of the work in participating organizations and among individual team members, design team working modality and define technical and administrative guideline for the team’s operation.

Scope of Work

Establish National Team:

Under the overall guidance and direct supervision of EPA, and the UNDP Ethiopia, the consultant will perform the following tasks:

  • Establish an integrated interdisciplinary and interagency team drawn from relevant key actors who are stakeholders and collaborators and will be involved in delivery of the task of preparing a costed Climate Resilient Strategy, as part of the Climate Resilient Green Economy Initiative. They are expected to be engaged intensively 6 months after commencement of Phase 3;
  • The national team will also work intensively as a cohesive team between the end of October until mid-November to assess and enhance the content of the Climate Resilience Strategy that is in place from work under Phases 1 and 2;
  • In composing this team, ensure the involvement of a set of national experts in the integrated team such that there will be nationally-based capacity to undertake work beyond the life of this project;
  • Also ensure that all relevant Adaptation Working Groups already established by EPA associated with the adaptation programs and actions plans are taken into account.
Deliverables
  • An integrated interdisciplinary and inter-sectoral team based in Addis Ababa, that will be engaged in climate resilient strategy development, with secured commitment from leaders of the participating organizations and necessary technical and procedural guidelines and engagement plan;
  • All deliverables shall be submitted to the EPA and UNDP Ethiopia in both soft copies and hard copies.
Timeframe
  • 31 October 2011 is the expected delivery date for setting-up the national team;
  • 18 November is the expected delivery date for completing the necessary consultations and briefings with the national team on substantive work that is produced under Phases1 and 2.
Administrative and Logistic Support
The consultant will be recruited under the UNDP terms and conditions, applicable to the short-term SSA contract holders, and undertake their assigned tasks and responsibilities under the direct supervision of EPA and UNDP Ethiopia.
To ensure sufficient oversight of this strategic piece of work, the EPA will chair a steering group. The steering group will include representation from the UNDP, ACPC and DFID and other partners will be invited in as deemed necessary (e.g. from other government ministries, academia, civil society and the private sector).

The Consultant should co-ordinate and draw on the support of the steering group in discharging his/her deliverables when necessary.

All the payments of the Consultant will be borne by UNDP. For the field trips and meetings, UNDP will provide logistic and administration support to the Consultant. In this regard, the Consultant is required to plan their trips in advance.
Payments to Consultant:
The national consultant shall receive their respective consultancy fees upon certification of the completed tasks satisfactorily, as per the following schedule:

Required Skills and Experience

  • Expertise with a postgraduate degree in Environmental Management, Investment Planning, Management Consulting or related fields and/or equivalent;
  • Proven experience in leading similar national team building exercises and multi-stakeholder processes management in developing countries;
  • Proven experience with supporting developing countries with national investment plans and strategies formulation;
  • Policy and institutional knowledge in the climate change sector and in adaptation response measures prioritization and costing;
  • Good knowledge of the national planning context (culture, politics, line ministries) is essential;
  • Excellent oral and written communication skills in English; knowledge of Amharic is an asset;
  • Thorough knowledge of the issues under the UNFCCC negotiations, especially as related to the Adaptation Framework, Financing and Nationally Appropriate Mitigation Actions;
  • Experience in international best practices in Climate Change;
  • Solid management consulting and organizational, especially with setting up team for analytical and conceptual work;
  • Willing to do field visits.

  1. Proposal: (not more than 450 words):
  2. (i) Explaining why they are the most suitable for the work and (ii) providing a brief methodology on how they will approach and conduct the work (if applicable);
  3. Financial proposal .

Evaluation

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
