Consultant to Develop a Methodology for Identifying, Assessing and Prioritising Climate Change Risk and Adaptation Options and to Prepare an Overview
The Government of Ethiopia (GoE) has set a vision of becoming a middle income country by year 2025 while pursuing a climate neutral growth strategy. To realize this vision, the Office of the Prime Minister (PMO), the Environmental Protection Authority (EPA), and the Ministry of Finance and Economic Development (MOFED), have embarked on a process of defining a Climate Resilient Green Economy (CRGE) strategy that is anchored in the country’s Growth and Transformation Plan (2011-2015). To communicate this strategy, the GoE has developed the CRGE Vision document. This document identifies the following necessary components for achieving a climate resilient green economy: the development of CRGE Strategy and CRGE Investment Plan and the establishment of a CRGE Facility to support the implementation of the CRGE Strategy and Investment Plan. Under the political guidance of the Prime Minister’s Office and the technical supervision of EPA, the Green Economy component of the CRGE Strategy has been prepared in seven sectors/sub-sectors that have high carbon abatement potential – Power Supply, Buildings and Green Cities, REDD+, Agricultural/Soil-based Emissions, Livestock, Transport, and Industry. Duties and Responsibilities | ||||||||||
Purpose and Objective A consultant is sought to (i) develop a methodology for identifying, assessing and prioritizing climate change risk and adaptation options; and (ii) prepare an Overview Note on the status of preparation of Ethiopia’s Climate Resilience Strategy. In developing the methodology, the Consultant will need to demonstrate that the proposed methodology is technically and procedurally sound for the Ethiopian case. Given, the scientific uncertainty on the climate change scenario, the bio-physical and climatological complexity of Ethiopia as well as extreme variation expected in spatial and temporal distribution of vulnerability, the consultant is expected to develop a methodology that can fit to do such analysis. The methodology developed should allow for doing robust risk assessment but also enable prioritization of risk and adaption measures and quantification of cost and cost-benefit analysis of response measures. Scope of Work Under the overall guidance and direct supervision of EPA and the climate change, environment and DRM team of the UNDP Ethiopia, the Consultant will perform the following tasks:

Administrative and Logistic Support The consultant will be recruited under the UNDP terms and conditions, applicable to the short-term SSA contract holders, and undertake their assigned tasks and responsibilities under the direct supervision of EPA and UNDP Ethiopia. To ensure sufficient oversight of this strategic piece of work, EPA will chair a steering group. The steering group will include representation from the UNDP, ACPC and DFID and other partners will be invited in as deemed necessary (e.g. from other government ministries, academia, civil society and the private sector). Given the strategic importance of this work, two key development partners, the United Nations Development Programme (UNDP) and the UN Economic Commission for Africa’s African Climate Policy Centre (ACPC) have offered to provide in-kind (e.g. technical assistance) to help deliver this work, linked to specific areas of technical competency relating to climate strategic thinking. The consultant should co-ordinate and draw on the support of UNDP and ACPC as and when necessary. While UNDP and ACPC will not be contractually linked to the consultant, the primary responsibility for identifying and delegating activities will sit with the consultant. All the payments of the Consultant will be borne by UNDP. For the field trips and meetings, UNDP will provide logistic and administration support to the Consultant. In this regard, the Consultant is required to plan their trips in advance. Payments to Consultant: The national consultant shall receive their respective consultancy fees upon certification of the completed tasks satisfactorily, as per the following schedule:

Proposed payment for the consultancy work on lump sum rate in a separate sheet. Evaluation Individual consultants will be evaluated based on the following methodologies: Cumulative analysis: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 point and above would be considered for the Financial Evaluation |
