Website Development and Hosting for the Ministry of Peace and CPA Implementation.

1. BACKGROUND
The Republic of South Sudan, Ministry of Peace and CPA implementation was formed in June 2010 through a presidential decree which transformed the Government of Southern Sudan Peace Commission (SSPC) into a full scale ministry.
The MoP&CPAI through this advertisement is out sourcing the services of interested parties to develop and host a website for the Ministry.
2. OBJECTIVES
Key objectives of this consultancy will be to;
I. To develop and host a website for the Ministry of Peace and CPA Implementation
II. Provide maintenance and support to the Ministry of Peace and CPA Implementation.
3. SCOPE OF WORK
Under the direct supervision of the Conflict Early Warning and Early Response System (CEWERS) Data Base Manager, this consultancy will address the following:
Through wide consultation with the Ministry of Peace and CPA Implementation staff, develop and host a website for the MoP & CPAI.
The designed website should include but not limited to;
- Introduction and background information on the MoP & CPAI
MoP&CPAI Policy Framework and structure
- A program of events (daily and for each two week event).
- Ministry lead and partner initiatives
- A daily summary (to be updated daily during the event).
- Links to partners’ websites.
- Multimedia items such as photos, videos or audio recordings.
- Publications in PDF as well as the source files.
- Presentations (power point and PDF).
- Password protected space for the head of departments to post information and upload documents and Presentations.
- Password protection spaces for different departments to be able to communicate interact.
Provide User support for three months after completion of this consultancy
Establish a functionality within the website for MoP&CPAI email addresses (e.g. – sdeng@ministryofpeaceandcpa.org)
Develop a website that is user friendly and provides functionality that will allow user interactions (e.g. To be able to make comments, send emails as well as have connections to popular social media)
A demo must be provided to assess the full website's functionality before going o air
Key Outputs
A functional website designed for the Ministry
Capacity within the Ministry of Peace and CPA Implementation staff built to manage the website after the end of this consultancy
4. DELIVERABLES
The consultant, in consultation with the Ministry of Peace and relevant Catholic Relief Services staff, will produce the following:
I. An established and operational website established
II. All related source files and documentation
III. All related source codes
IV. Domain registration information, domain registrar usernames/passwords as well as your web/email hosting setup information and username/password
5. TECHNICAL SKILLS AND EXPERTISE REQUIREMENTS
- The web designing company/individual must have good experience in multiple platforms and knowledge of programming language of PHP, .NET, ASP, MSSQL, MySQL, VB, C++, Linux, Windows, etc.
- Possess innovative ideas and expertise in graphic design software such as Photoshop, dreamweaver, animation software, HTML (hypertext markup language) and CSS (cascading style sheet), ASP.NET & JavaScript
- Expert knowledge of modern website design techniques, including graphical design.
- Knowledge of modern graphic design software tools such as Adobe Creative Suite.
- Knowledge of vector-based imagery, such as maps and logos is essential
- Expert knowledge of modern web standards and usability guidelines.
- Expert knowledge of Web 2.0 services.
- Basic knowledge of Internet protocols, databases & programming.
- Basic Knowledge of XML standards and technologies, including AJAX is an asset.
10. HOW TO APPLY
