Project Description:
Johanniter has been working in South Darfur since 2004, implementing health projects in close cooperation with the MoH with a focus on primary health care and rehabilitation and/or construction of PHC structures as well as control of disease outbreaks and health education. Johanniter´s country office is located in Nyala, from where all our activities in Sudan are coordinated. One support office works from Khartoum. A South Darfur sub-office is located in Ed Al Fursan. Johanniter is currently preparing the implementation of Nutrition, Health, and WASH programs with synergic effect. Thereby Johanniter will work closely with local authorities, HAC, SMoH WES, UN partners and most important Community Development Committees to ensure sustainability of projects and maintenance of services to population. The area (Ed Al Fursan, Katilya and Kubum localities) is arid and prone to drought, and during rainy season hardly accessible by road as well as prone to water borne disease outbreaks. It is transit route for nomadic population during 5 months of the year, often causing clashes due to control, access and usage of natural resources. There are mainly pastoral and agriculture based livelihoods, but the demography is changing, more and more people are moving to centers for daily work, and pastoralists are becoming less nomadic, some totally losing their traditional livelihood. WASH activities, in general, include water supply, water quality control, sanitation and public health/hygiene promotion with an aim to improve health as well as to support livelihoods. At first, activities will be limited to hand pumps rehabilitation, tanks and trough construction, integrated water resource management and capacity building, but there will be opportunity to develop the program further and wider from affiliated health care facilities. The WASH strategy will focus on water supply first, to fully cover needs in a small area and then move to cover other areas. Due to limited resources and limited presence of construction companies, all water supply should be designed to be sustainable, implemented in accord with WES strategic plans and with the participation of the community and local authorities. WASH programs will start, generally focusing on Community Health Committees first, and then branching out as to suit the needs of the communities in such things as latrines and sanitation structures in IDP/returnee setting and schools. When feasable, health facilities where Nutrition programs are active should be prioritized to cover WASH needs. Programming and targeting must be done in collaboration with food security and livelihood programs (carried on by other INGOS/NGOs), as they depend on water as well. Integration between programs and with the government should be prioritized.Job Description:
The WASH Coordinator will initiate and coordinate the implementation of WASH activities under BMZ, AA, CHF and any other approved grants in rural areas of South Darfur (Ed Al Fursan, Katilya and Kubum localities), as well as assist in developing new grants and new WASH projects that may be deemed pertinent. The WASH Coordinator will work in an advisory role to the WASH program manager in the field, and must closely collaborate with the Country Director as well as with the medical and nutrition coordinators. - Job Responsibilities:
Plan and coordinate Water, Sanitation and Public Health/Hygiene Promotion and related community mobilization projects in South Darfur in line with national and WES policies, beneficiaries’ needs as well as Johanniter and donor program objectives and international standards supervise the implementation (monitoring and evaluation) of WASH programme activities ensuring integration with Health and Nutrition sectors ensure proper and adequate resource management (budget, HR, equipment etc) ensure that the program is sustainable and works within and be handed over to local partners or structures provide timely and adequate documentation, reports and proposals to Country Director, medical and nutrition coordinators, donors and authorities guide, advise, train and supervise project staff (especially WASH and logistic manager) in collaboration with Country Director, medical and nutrition coordinators provide and assist trainings for Johanniter and MoH staff recognise further needs and undertake assessments as necessary, write project proposals for new or follow-on projects and develop local strategies in close co-operation with Country Director, medical and nutrition coordinators support country office to prepare project proposals, interim and final reports (narrative and financial) for the submission to donors and country office/ HQ ensure coordination of WASH related services by regular meetings (cluster meetings) with partner NGOs/ INGOs and Government Departments coordinate with other technical departments at coordination level (PHC, food security, livelihood, logistics and administration) maintain regular communication with country office, project staff and HQ compile regular reports, updates and articles for the public relations and fundraising department

9.1. Profession/Qualification: Master of Science degree in hydrogeology or civil engineering
9.2. Experience:
Working experience as WASH co-ordinator in implementing humanitarian projects for international NGOs in developing contexts Minimum 3 years in WASH and PHC programming at the field level – preferably in a Muslim context Technical expertise in construction of water, irrigation and civil work, especially related to rain water harvesting in arid situations (earth dam, check dam, sand dam etc) as well as creativity in latrine construction design for institutions and households Experience in cholera and diarrhea outbreak response, camp settings and emergency response Experience in working with international and local partners, donors and WASH authorities Experience in the humanitarian context of the Horn of Africa; in particular community dynamics, drought cycles and security management in high risk areas.
9.3. Skills: Experience in cholera and diarrhea outbreak response, camp settings and emergency response is preferred Strong analytical skills, demonstrated creativity in analysis of situations and data Excellent reporting and computer skills Knowledge and good understanding of logistical procedures HR management skills and cultural sensitivity Fluency in English with excellent verbal and written communication skills Proven ability to work independently, in isolation but also closely with the coordination team Proven ability to work with limited resources Prepared to travel extensively to program base locations Good knowledge of international standards and relief tools for an acute emergency (e.g. Sphere Standards)
