USAID/Rwanda is seeking an Ordinarily Resident citizen or individual with the required work permit for employment as USAID Director’s Secretary.

BASIC FUNCTION OF POSITION
The selected candidate will serve as the Mission Director’s Secretary. S/he will oversee and ensure quality, efficiency, professionalism, and the professional development of the Mission secretarial and clerical services staff. S/he will perform or supervise the performance of such services for the Director's Office. The incumbent will ensure timeliness, completeness, and the overall quality and confidentiality of the U.S. Direct Hire employees' annual performance evaluation process and will maintain the schedule and organize the flow of approvals for Mission U.S. Direct Hire Employees' Annual Performance Evaluations. S/he will act as the Mission Conference Facilitator to assure the satisfactory completion of all logistical support required for any conferences sponsored by the Mission.

QUALIFICATIONS REQUIRED / SELECTION CRITERIA
NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.
Education - 20 Points:
College degree is required.
Prior Work Experience - 30 Points
At least five years of prior secretarial/administrative experience.
Language Proficiency - 10 Points
Required excellent English and a good working knowledge of French also required
Knowledge, Skills and Abilities - 40 Points:
- Must have good contacts with government officials and must have good working knowledge of USG regulations or International donor organizations.
- Must have demonstrated administrative and clerical skills. Proficiency with Microsoft Office Tools, especially Word, Excel and Outlook, excellent knowledge of word processing; typing at least 50 wpm, and knowledge of Database and spreadsheet software helpful.
SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. If the selected applicant does not fill all the position requirements, he/she may be started at a training level.
