Organizational Structure:

Under the supervision of UNFPA Country Office Representative, the Technical Specialist (Reproductive Health) provides the technical and managerial support required for the design, planning and implementation of the strategies and activities of the Reproductive Health component of the Country Program in order to achieve its expected results. He/she will enhance the leadership and the visibility of UNFPA in the area of Reproductive Health & Rights in the country and within the international partners for a including UN Agencies.

Specific Duties and Responsibilities:

  1. Ensure, in collaboration with the Country Office staff, Governmental partners, the Sub Regional Office advisers, NGOs and other partners, the design and the formulation of the Sexual Reproductive Health and Rights component of the Country Program in the areas of SRHR/FP, Maternal and Neonatal Death Audit, Fistula and Midwifery Programmes, ASRH including Youth Friendly Services, STI/HIV/AIDS prevention including Preventing Mother-to-child Transmission (PMTCT) of HIV aspects, prevention and management of Reproductive Organ Cancers, Gender Based Violence, Training of Human Resources and Reproductive Health Commodity Security including: the mobilization of resources for and implementation of the national Roadmap on the Reduction of the Maternal and Neonatal Mortality and Morbidity, the development and implementation of the constituents Projects/Annual Work Plans, within the framework of Governmental Priorities and in accordance with the rules and procedures settled for UNFPA Assistance Program, endure the quality of project documents and the establishment of sound monitoring and evaluation mechanisms in the implementation of the Program.
  2. Gather, analyze and interpret key elements and trends of the socio demographic, health, political and economic environmental pertaining to reproductive health issues and provide technical inputs in shaping the Country Program and UNFPA interventions and strategies in the Reproductive Health & Rights area;
  3. Contribute to the creation of partnerships by developing strategic relationships and alliances with Organizations and other Scientific and Research Institutions/Universities, UN Agencies and other partners intervening in the Health sector;
  4. Promote the integration and reinforcement of Reproductive Health & Rights issues in the curricula and training plans in the medical and para medical Schools including Midwifery;
  5. Suggest strategies and actions deemed at promoting research activities in the area of Reproductive Health & Rights;
  6. Identify technical assistance needs in all aspects of Reproductive Health and Rights and solutions to fulfill those needs;
  7. Assess humanitarian needs in crisis situation in the area of Reproductive Health & Rights, suggest an action plan and supervise its implementation;
  8. Ensure effective implementation of the RMB and Program Approach through the efficient integration of the various shutters of the Reproductive Health component and with the other components of UNFPA Assistance Program both at the conceptual and implementation/monitoring levels;
  9. Liaise with Governmental partners, UN agencies, and other Technical and Financial Partners in order to contribute to the Policy – Dialogue with regard to Reproductive Health & Rights issues through exchanges and inputs in the design of policies, strategies, plans and program documents such as EDPRS – National Poverty Reduction Strategy, the PDS – Health Development Plan, PNSR – Reproductive Health National Program, etc.) to ensure UNFPA priorities in RH and the ICPD Agenda are taken into account in shaping national strategies, plans and programs as well as in UN programmatic frameworks.
  10. Analyze technical and financial execution reports on RH interventions in terms of results achieved, constraints and problems, provide technical assistance and advice in reshaping strategies, and recommend corrective actions for greater effectiveness in the implementation of Annual Work Plans;
  11. Document experiences, lessons learned, best practices and replicable strategies/approaches, share and apply knowledge through organizational mechanisms;
  12. Contribute to developing resource mobilization strategy by analyzing information on potential donors and set out sound funding proposals or requests in accordance with donors priorities and UNFPA applicable rules and procedures;
  13. Monitor, develop and implement strategies for ensuring Reproductive Health Commodity Security, especially condom programming;
  14. Guide timely preparation of project reports, particularly those required by UNFPA and other bilateral and multilateral donors;
  15. Keep abreast of latest developments on relevant technical Reproductive Health (RH) and related policy issues;
  16. Coordinate the documentation of national good practices and promote knowledge sharing and South-South cooperation in the areas of Maternal Mortality; Health Sector Reform; Integration of SRH and ASRH into relevant policies; STI/HIV/AIDS, Reproductive organ cancer prevention; and Advocacy Strategies for STO/HIV/AIDS prevention by youth and adolescents;
  17. Provide coaching and training to the Office supervised staff in the areas of environmental scanning, strategy development, Program/projects planning and implementation tools, funding requests formulation;
  18. Undertake any other assignments as may be given by the Country Representative.

Qualifications:

• Medical degree (gynaecology and Obstetrics) with specialization in Public Health or a related subject in International Development – Sexual and Reproductive Health including HIV and AIDS prevention; Adolescent Sexual and Reproductive Health and Rights • Seven years of increasingly responsible experience in development work related to RH – HIV/AIDS, with some of it in developing countries; • Specific experience in the use of a rights based approach to SRHR; • Experience with integration of gender issues in development programmes; • Conversant with the principles of the log frame and Results Based Management; • Knowledge of latest development and technology in Maternal and Neonatal Health/Sexual and Reproductive Health and Rights (SRHR)/Emergency Obstetric and Neonatal Care (EmONC)/Family Planning (FP); • Proven ability to conceptualize, plan and manage programmes as well as to transfer knowledge and skills; • Fluency in French and working knowledge of English, including excellent report writing skills.
