Essential Responsibilities The Technical Advisor for Care and Treatment is responsible to the Associate Technical Director for the overall planning and implementation of the care and treatment program. He/She provides advice for all the technical and programmatic aspects of the program.
Travel: In order to achieve the goals, up to 35% travel in Tanzania may be required; international travel on occasion
Essential duties and responsibilities include, but are not limited to the following:
Leading and coordinating Care and treatment program: 60% • Work with the Associate Technical Director to ensure proper communication with the care and treatment program partners and sites for smooth and effective project implementation. • Take lead in various care and treatment proposal development processes and to be submitted for funds reapplications from PEPFAR and/or other donors. • Develop a detailed implementation and activity program plan, including program targets • Take lead in supervising and monitoring implementation of project HEART objectives and planned activities. • Coordinate the implementation of all the care and treatment activities • Review and evaluate challenges and successes in care and treatment program • Facilitate program linkages between PMTCT, TB and HIV and others and supervise the implementation of the TB/HIV collaborative activities. • Ensure all other care and treatment components including M&E, laboratory, community linkage, pharmaceuticals, QI, trainings, are all linked and implemented according to the plan • Prepare quarterly, semiannual and annual narrative progress reports for EGPAF and other donors • Provide inputs in the development of evidence based internal documents such as best practices • Participate in relevant meetings with the Ministry of Health and Social Welfare as well as with donors – USG and others.
Support and monitor program officers’ support for the Care and treatment program to the sub grantees – 40% • Organize and lead proposal and budget writing workshops of all the care and treatment sub grantees. • Review care and treatment sub grantee proposals and budgets for technical and programmatic accuracy and completeness • Provide high level technical advise to program officers in field offices in supervising and monitoring implementation of sub grantees planned activities • Perform site visits and technical program review as need arise • Help address technical quarries from Dar es Salaam and field office program staff. • Ensure dissemination and distribution of care and treatment job aides, including guidelines, SOPs, and other related documents. • Provide immediate supervision to Dar es Salaam based program officers for care and treatment and provide technical advice on programmatic issues to other field office program officers. • Participate in identifying program staff training needs and provide recommendations to the Associate Technical Director. • Participate in capacity building of staff. • Undertake any other duties as assigned by the Associate Technical Director.
Essential Knowledge, Skills and Experience: • Experience in clinical management of HIV care and treatment for infected adults and children in resource poor settings. • Knowledge and experience in program management and capacity building. • Knowledge and experience in writing proposals and reports for international donor agencies. • Extensive knowledge on HIV care and ART services and quality of care assessment. • Experience working in international development sector (NGO’s, direct bilateral, multilateral). • Excellent analytical, oral and written communication skills. • Knowledge of the functioning of the country's Ministry of Health policies and care and treatment guidelines. • Knowledge of principles and practices governing USG and/or other federal grant programs an advantage. • Good knowledge of basic IT skills including Microsoft word, excel, power point, and outlook and Internet). • Energetic, independent, self-motivated. • Ability to manage multiple priorities and projects while working as part of a team
Education and other qualifications: • MD, AMO or RN with more than 3 years of experience working in HIV/AIDS programs and international health. • At least 5 years of proven experience in program management and implementation of HIV/AIDS programs in developing countries, including supervision and reporting. • Masters in Public Health or other masters is an asset.
