A. Functions:
Under the supervision and general direction of the WHO Representative, the incumbent will manage the collection, analysis, interpretation, processing, presentation and dissemination of numerical information from multiple sources that include health services, financial arid population data sources, supporting Ministry ot Health Resource Centre. Supervision of data gathering techniques, creation of survey forms, data entry screens and routine HMtS forms. He/She will perform the following functions:
1. Applies advanced statistical techniques and methods in the processing and analysis of data and data modeling.
2. Participates in the collection and dissemination of relevant indicators as specified by the Ministry of Health policies.
3. Performs quality control on data collected and ensure good quality of data produced new and improve methods and ideas of data collection, processing analysis and dissemination.
4. Oversees the scheduling of database projects, database and transaction log backups, notifications, and database replication between multiple Database Servers and remote sites; supervises and manages multiple concurrent projects.
5. Assist in the training of HMIS staff at the various levels in the health services hierarchy.
6. Participates in creation of worksheets, charts, table formats and templates, and required periodic reports.
7. Execute supervision and monitoring of activities of the data managers and entrants.
8. Researches new tools and ideas on visualization and ' analysis with the view of providing management with more information on health services to help make decisions.
9. Studies, adapts and applies international recommendations and guidelines for the compilation of specific bodies of statistics.
10. To perform any other duties assigned by the WHO Representative.

Job requirement
B. Education and Professional Training:
• Strong combination of education and training equivalent to possession of a Bachelor's degree in Biostatistics, Statistics, Demography and Mathematics that demonstrates the ability to perform the duties and responsibilities as described.
• Masters Degree in Biostatistics or Public Health is an added advantage.
• Various statistical software packages such as STATA, MS Excel, or SAS,
• Office Computing packages such as Microsoft Office.
C. Experience:
At least three (3) years' experience in applying statistics in a reputable organization with acceptable evidence of knowledge, competence and contribution to the organization's goals.
D Skill and Ability ID:
• Communicate effectively in both oral and written forms; interact with users and office staff in non-technical clear terms.
• Assist staff with difficult technical tasks, including the creation of specialized pivot tables.
• Work independently and as a team member.
• Set priorities and organize work to meet strict reporting deadlines.
E. Languages required:
Thorough knowledge of the English language. Working knowledge of the French would be added advantage.
