The Water and Sanitation Program (WSP), is a multi-donor trust funded program administered by the World Bank, comprising a field-based network of over 70 professionals based in four regional teams (Africa, East Asia Pacific, Latin America, and South Asia) managed from a small headquarters team in Washington, DC. The WSP-Africa regional team (WSP-AF) has its HQ in Nairobi, with a sub-regional hub in Dakar.
WSP’s mission is to support the poor in obtaining sustainable access to water and sanitation services. WSP believes that improved water and sanitation services and hygiene practices are integral to achieving the Millennium Development Goals (MDGs) on poverty reduction, health, gender equality, and the environment. WSP is committed to being part of the collective efforts of the development community to achieve Targets 10 and 11 of the MDGs as an intermediate milestone of the vision of the sector. 2. Background for the Senior Water and Sanitation Specialist
Over 80% of the unserved in Africa currently reside in rural areas. The unique challenges presented by conditions in rural areas across the continent make it imperative that direct and focused support is provided to the improvement of water and sanitation services to rural populations.
WSP-Africa is seeking a Senior Water and Sanitation Specialist to focus on advancing the work on improving access to, and sustainability of water supply and sanitation services in rural areas and small towns, with particular emphasis on supporting country implementation of Domestic Private Sector Participation (DPSP) program activities. The Senior Specialist will have specific expertise and experience in policies and programs designed to provide sustainable services in rural areas and small towns. The Senior Specialist will review and propose ways to accelerate on-going country programs for rural areas and small towns, identify new and innovative areas of work that will significantly contribute towards Africa’s efforts to meet the WSS MDGs. He/she will function as the regional focal person for the DPSP global program, working closely with the Global Coordinator based in Nairobi, Kenya.
The Senior Specialist will be a key member of the WSP Global Practice Team for Rural, playing a significant role in delivering its work program. The Rural Global Practice Team comprises a team of staff with expertise in WSS (rural areas and small towns) drawn from the four WSP regions (Africa, Latin America and Caribbean, East Asia Pacific and South Asia), to generate innovative and high impact products aimed at influencing country clients and donors to scale up sustainable provision of services in rural areas and small towns.
The position will require extensive travel in Africa, particularly in WSP Africa’s twelve focus countries including: Benin, Burkina Faso, Democratic Republic of Congo, Ethiopia, Kenya, Mozambique, Niger, Rwanda, Senegal, Tanzania, Uganda, Zambia. The post is located in Dakar, Senegal.
