Somalia Cash Programme Coordinator

OVERALL OBJECTIVE

The position of Cash Programme Coordinator will work under the supervision and direction of the Programme Director for DRC Somalia to:

• Strengthen DRC Somalia capacity and profile in cash programming.

• Review existing cash programming and make recommendations for areas of expansion.

• Coordinate the current and future implementation of cash programmes, especially in emergency response.

• Focal point for DRC Somalia programme in reporting, proposal development, documentation and programme monitoring of all cash related projects.

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, water and sanitation, food and NFI distribution, community driven recovery and development and advocacy, amongst others. There are 14 main/sub offices throughout Somalia, Puntland, and South Central Somalia. Recently, the three separate programme areas (Somaliland, Puntland and Somalia) have been restructured as the Somalia Country Programme.

KEY RESPONSIBILITIES

The Cash Programme Coordinator will oversee and provide technical and strategic assistance to food security / livelihood programme activities for DRC Somalia. This new post will play a critical role in supporting the delivery of quality programme implementation though sustained quality technical advice. The Cash coordinator will work close with livelihoods coordinators and area managers throughout Puntland, Somaliland, and Somalia to review and improve existing programmes and identify opportunities for new and innovative programmes.

This position will primarily focus on cash programming in terms of ensuring best practices, maximum impact, and quality programming. Currently, DRC implements cash programmes throughout Somaliland, Puntland and Somalia including cash for work, conditional and unconditional cash transfers and vouchers. In addition, the Coordinator will support a consistent integration of HAP and M & E principles and practices into all programmes activities. The key responsibilities include:

• Focal point for all cash related programmes to ensure best practices and optimum results

• Ensure technical quality though support to national and international staff by providing on the job training and capacity building for relevant staff together with the area managers

• Ensure relevant monitoring and evaluation instruments are utilized and provide real time technical advice to project staff through direct field visits

• Focal point for technical proposal writing and quality reporting for cash programmes

• Focal point for oversight of budget for large cash programmes

• Undertake frequent field visits to project sites to ensure that the activities are carried out in accordance to work plan and technical requirements

• Liaison with various stakeholders and leading cash and voucher organizations in all project locations, and take lead role in providing information regarding cash and market trends to DRC managers.

• Ensure cash related programming adheres to HAP guideline and that cash activities are appropriately integrated with other relevant programmes

• Strategy development and development of future cash interventions

• Represent DRC Somalia in technical meetings and related forums

• Organize and facilitate training for all staff and partners on technical components of the project (Cash based transfers, employment creation, Conflict mitigation and M&E)

• Oversee the activities of the project in all locations, and ensure proper monitoring for informed reports and improved quality of programming.

• Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi per required donor guidelines and schedule.

• Compile monthly internal reports to the Nairobi office and donor reports as per contracts

• Coordinate with cash consortium members and other actors to ensure synergy, cross learning, and best practices on the various project components

• Contribute to field based learning of DRC and its partners, on related aspects, such as compiling and publishing related learning.

REPORTING ARRANGEMENTS

The Program Director, Somalia will supervise the Cash Programme Coordinator.

QUALIFICATIONS

• Minimum University degree in Economics or related livelihoods field.

• A minimum of 5 years’ experience in a senior programmatic capacity with food security, livelihoods, and other relevant programming with international NGOs.

• Extensive experience in cash based interventions

• Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring, and donor reporting

• Extensive experience in budget management and knowledge of financial procedures required

• Knowledge and experience in participatory approaches and tools

• Demonstrated ability to implement technically appropriate and innovative approaches within this sector in highly challenging environments

• Extensive operational knowledge of donor guidelines and procedures (logical frameworks, proposal development and report writing

• Experience in capacity building of national staff and community mobilization.

• Excellent command of computer programs and applications.

• Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations various stakeholders.

• Strong knowledge of and experience with humanitarian guidelines and principles.

• Experience working in insecure environments, preferably Sub-Sahara Africa and ability to live and work in an isolated area in conditions of limited comfort

• Proficiency in written and spoken English is essential and proficiency in written and spoken Somali is beneficial.

CONDITIONS

Availability: October 2011

Duty station: Nairobi and Mogadishu (approximately 50% each) with frequent travel to other field offices in Somalia. Please note that this posting is a non-family duty station.

Contract: 1 year renewable contract. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as B2.
