The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.
NRC is present in 19 countries around the world. NRC’s mission is to promote and protect the rights of people who have been forced to flee their homes, either within their countries or across borders, regardless of race, religion, nationality or political convictions. NRC addresses the needs of conflict affected people in all phases of displacement, from the onset of emergencies to post conflict situations.
The Roving Country Director (CD) will play a crucial role in NRC in terms of gap filling and support to new and existing country programmes. The Roving Country Director must be capable of assuming senior management positions in a new country or in any of the NRC Country Programmes on very short notice. He/she could also be requested to assist a Country Director in need of additional support.
The Roving Country Director will be expected to undertake field missions up to 75% of the year. In most situations the temporary assignments will not exceed 6 months and will often be shorter. Between field assignments the Roving Country Director will be based at the Head Office in Oslo (or elsewhere if agreed upon).
On mission, the Roving Country Director reports to the respective Head of Section, International Programme Department (IPD) at the NRC Head Office. However, in between field assignments, he/she will report directly to the Director of the International Programme Department.
Job description: Work as (interim) Country Director in a start-up country or Acting Director in an existing country programme. Provide support to a Country Director when a country program requires additional external support to manage a particular situation - e.g. programme transitions, review of programmes, programme and donor strategies and set-up. It is expected that such assignments can partly be followed up from Head Office. Acting as in-country mentor to newly recruited country directors. Carry out other relevant type of mission upon request from the Director, International Programme Department. Common for all missions is the focus on implementation of NRC’s existing strategies and policies. Otherwise, separate ToRs will be developed for each assignment.
Qualifications: Minimum six years field experience from complex emergencies, including at least four years experience as Country Director or senior programme manager in at least two different locations. Previous proven experience from start-up of programme activities/country programme and programme transitions. Well documented leadership skills. Proven ability to effectively manage and develop staff capacities. Strong communication and interpersonal skills. Documented entrepreneurship and innovation skills in programme planning and set-up, etc. Proven ability to analyse political and humanitarian contexts. Proven diplomatic and negotiation skills; the ability to effectively manage a variety of internal and external relationships. Ability to deliver results and make swift and accurate decisions under pressure. Relevant university degree or higher education, preferably in management, social sciences or international development. Fluency in English and preferably French. Holder of a valid international driver’s licence.
We offer: Commencement: 1 November 201.1 Contract period: 2 years. Salary/benefits: Ltr 52-68, NOK 34 875 - 46 466 per month depending on qualifications. In addition, there are benefits during travels according to NRC travel regulations. Duty station will be in field missions up to 75 % per year. The rest: 25% (minus annual leave) at the NRC Head Office, or elsewhere according to individual agreement.
