Reporting and Social Integration Consultant, Nairobi

UNDP Somalia Rule of Law and Security Programme (ROLS) is comprised of three main components that are programmatically and operationally linked. The project components are: access to justice, civilian policing, and community safety (DDR/AVR). The Community Safety (DDR/AVR) project in Somalia evolved from a previous DDR and small arms control project. It seeks to complement the institutional focus on the justice and security sector by fostering a partnership between the community and authorities for the provision of security. This partnership lies at the heart of security sector governance. Specifically, the project has helped establish a coherent peace-building infrastructure in the Somali region, connecting District Safety Committees under the District Councils with a national-level Peace-building Unit, and a neutral and non-political Somali Observatory of Conflict and Violence Prevention.

This infrastructure can now be used to implement various peace-building initiatives such as “Engaging with Somali Youth at-Risk through Community Security.” The so-called “Youth at-Risk” project is a joint initiative of UNDP, UNICEF and ILO which seeks to contain and prevent violent conflict by engaging youth at risk through the creation of employment and livelihood opportunities at the district level. A caseload of 2000 youth will be targeted in 2011, to be shared between three to five target districts where all three agencies are deployed. While the District Safety Committees are involved in the selection of the caseload and the follow up of the initiative, the Observatory will contribute to the peace-building curriculum and help monitor the impact of the initiative on indicators of violence.

UNDP's role is to identify youth engaged in armed activities, bring them into the programme, develop and implement a peace-building curriculum complementing ILO's support for vocational training, life skills based education and labour-intensive projects, and ensure the overall coordination of the programme. Particular care will be taken to tailor the peace-building curriculum to the profile of youth at-risk found in each target district. Importantly, UNDP will also develop an appropriate case management system to define criteria for continuous participation of individual youth in the programme, monitor attendance and compliance with these criteria, and offer a mentoring system for beneficiaries.

The consultant will develop a field monitoring and reporting system to feed into all reporting requirements (inter and intra organizational, donor, and public press releases). This particularly provides support to the headquarters Community Security (DDR/AVR) Office to fulfill its responsibilities to the programme.

Duties and Responsibilities

Reporting on the community safety and youth at risk activities based on the standard requirement of UNDP and donors by focusing on the achievement of the following results:

  • Standardized formatting, design, and editing of reports, bulletins, and press release materials
  • Updates and communication systems for inter and intra- programme partnered organizations of regular progress reports (weekly, monthly, and quarterly)
  • Strengthening Donor relations and reporting systems thorough understanding of donor requirements and communication. Development of specific Donor reporting systems to include Financial; Progress and implications; and Programme developments and modifications
  • Standardized reporting formats for weekly, monthly, quarterly reports geared towards communications between inter and intra programme organizations including donor reports; Promotional/ informational materials on project achievements
  • Develop monitoring system to ensure all programme targets are being met and impact is measured
  • Ensure that the partners' report are submitted on time and to the level required.
  • Conduct a midterm and year marker evaluations and prepare report highlighting achievements and lessons learnt.

1. Elaboration of the monitoring framework for the youth at risk project; outputs and outcomes only by focusing on the achievement of the following results:

  • Facilitate three signed partnership agreements/MoU between the UNDP Somalia: Community Security Office and academic institutions with complementary research and practical objective
  • Develop an internship programme to include specific roles providing guidance for interns incorporating specific roles into current activities, projects, and programmes thus increasing the department capacity.

2. Establish internal capacity building by focusing on achievement of the following results:

  • Facilitate three signed partnership agreements/MoU between the UNDP Somalia: Community Security Office and academic institutions with complementary research and practical objectives.
  • Develop an internship programme to include specific roles providing guidance for interns incorporating specific roles into current activities, projects, and programmes thus increasing the department capacity.

3. Support the social integration of youth formerly involved in conflict especially the communications skills as part of the social integration activities by focusing on achievement of the following results:

  • Review the social integration activities especially in regards to the strengthen the communication skills of youth and former combatants beneficiaries.
  • Follow up implementation by partners, identify gaps in the integration activities and recommend corrective actions.
  • Follow up with partners on the case management system including the code of conduct, the social contract and the disciplinary committee.
  • Support the graduation

Competencies

  • Strong editing skills
  • Experience with reporting and monitoring of large scale projects
  • Experience in social reintegration of children and adults formally associated with armed groups
  • Familiarity with peace building approach at the community level
  • Previous experience and knowledge of the Somali context is a strong asset

Experience in the usage of computers and office software packages to include Microsoft Office, SPSS, other design and formatting programs, etc.

Required Skills and Experience

Education:

  • Advanced University degree (Masters Degree or equivalent) International Development, Journalism or related social sciences, preferably with specialization in Poverty, Peace and Conflict studies, and Reconstruction. A relevant combination of university degree, professional training and experience may be considered in lieu of the advanced degree.

Experience:

  • Minimum of three years relevant experience with advance university degree or 5 years professional experience with a first level university degree in a similar position.

Language:

  • Fluency in English a requirement.
  • Proven outstanding written and spoken skills
