The Norwegian Refugee Council (NRC) is operating on the Horn of Africa with offices in Ethiopia, (Addis Ababa and Dolo Ado), in Kenya (Dadaab and Molo) and in Somalia (Hargeisa, Bosasso and Mogadishu). The regional office is based in Nairobi, Kenya. NRC is working in the field of Education, Shelter and Food Security, assisting IDPs and refugees in the region.
Providing humanitarian assistance in this region requires a high degree of professional and efficient Security Management. Each NRC country office and field office has dedicated security focal points and clear security guidelines and procedures. Therefore the main task for the Regional Security Adviser is to support the Regional Management on how to strategically mitigate risks, securing staff, assets and operations and act as an advisor to the field operations.
The main purpose of the Regional Security Advisor (RSA) is to act as a technical support function and advisory role to Ethiopia and the Horn of Africa Operations. The RSA will mitigate risks by seeking options for reducing the vulnerability of NRC staff and programs to threats and dangers in the NRC program, serving as a technical resource to field staff - providing training opportunities, guidelines, timely advisory information and technical support – and supporting Regional Director and the Country Directors in implementation and oversight of security management systems, as well as taking part in direct management of crisis situations.
The RSA reports to the Regional Director.
Job description
Monitor all communications from the field related to security incidents and planning and provide timely feedback to questions raised from the field. Make regular visits to each office to monitor security preparedness and field training. Develop and sustain a database of NRC’s and relevant external security incidents. Generate regular weekly reports and contribute to quarterly reports on security, Ensure country programs are MOSS compliant Ensure implementation of security procedures, regulations, and advises communicated by security office at HQ in a timely manner
Liaison and Networking Identify, create and maintain a network with INGO/UN and other security specialists Facilitate and take part in NGO security coordination through networking, collaboration and coordination with other relevant humanitarian actors
Regional Context Analysis and early warning Provide credible information and contextual analysis of localized and regional security situations Conduct field security assessments
Emergency Response and Crisis Management Support and advise the Country Directors and other senior managers during humanitarian or security/safety emergencies, serving on a Senior Management Crisis Team Assist with the security component of Emergency Response Team deployments in the region
Security briefings and training Ensure qualitative processes when revising and developing country- and field office security plans (annually) Ensure that each new international staff member receives an appropriate security arrival briefing Together with the HQ security unit, ensure that security training program are conducted in line with the NRC framework and as environment requires, both for national and international staff. Assist HQ security section in counducting global security seminars
We offer
Commencement: As soon as possible. Contract period: 2 years. Salary/benefits: According to NRC’s general directions, approximately NOK 45 750,- (€ 5860) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
The Regional Security Advisor will be based in the Kenyan capital Nairobi, but will be required to travel to the field and NRC offices in the region on a regular and extended basis. Nairobi (Kenya) is a ‘family duty station’. The security situation in Somalia in particular is challenging. International staff is provided with modest accommodation and is required to live in joint accommodation in the field, under strict security measures.
Qualifications
Relevant university degree or higher education. Long relevant experience might compensate for formal education. Military or police training, and experience or formal security education Minimum 5-10 years relevant experience in security work, preferably in the UN or INGO environment Documented experience in peacekeeping operations, preferably in the field of information management as related to security and operational planning Demonstrated ability to work under difficult conditions and a high degree of pressure Proven experience in administration, leadership and security team management Experience in liaising with civilian, police and military government authorities as well as with regional, national and international institutions preferable Significant political and cultural awareness and experience of working in settings where insecurity is a major issue Analytical skills and experience Significant understanding of complex emergencies and crisis contexts Awareness of gender and cultural issues Proven communication, interpersonal and negotiation skills Fluency in the English language preferably with proficiency in French Above average computer literacy Holder of a valid international driver’s licence Flexible and creative, and it helps if you have a sence of humor
