OVERALL RESPONSIBILITIES
The objective of the UNICEF DRC Getting Results for Children with Equity Through Integrated Community-Based Maternal, Neonatal and Child Health Approaches Project is to accelerate the delivery of high impact interventions to the poor and marginalized populations in order to reduce disparities in morbidity, mortality and intervention coverage by focusing on the worst-off quintile districts.
The two major components of this Project are health systems strengthening and service utilization through the training of Community Health Promoters and community mobilization. The service component includes increased use of high impact promotion, prevention and case management in maternal, newborn, and child health (MNCH). The other health systems component includes improved implementation of selected policies, program advocacy, and decision-making, particularly at the community levels.
SPECIFIC RESPONSIBILITIES
The Project Director will have technical and management responsibility for the Project and its staff and serve as MSH’s representative to UNICEF/DRC, relevant Ministries (including the Ministry of Health), other donors and multinationals, technical agencies and other participating organizations as required. The Project Director will have overall responsibility for addressing contract-related issues, including ensuring that MSH’s financial controls and systems comply with generally accepted accounting practices that meet UNICEF standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used. The Project Director will be responsible for the implementation of the project and will provide general program and technical direction and ensure the completion and submission of all Project deliverables.
This position is contingent upon MSH winning the project award.
QUALIFICATIONS
The Project Director will have a minimum of a Master’s degree in public health, social sciences, international development, or other closely related field. S/he will have significant experience in the implementation and management of international development projects with experience in community based promotion of maternal newborn, and child health; health systems strengthening and service utilization through the training of Community Health Promoters and community mobilization. The Project Director will have: previous experience as a Project Director; previous work experience in the Democratic Republic of the Congo; demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders; experience in community development. S/he will have demonstrated knowledge of: procedures pertaining to activity design/implementation; relevant socioeconomic, institutional and policy issues related to this area of work; English and French language skills (FS-3 level or higher). The Project Director will travel within the DRC as needed.
