UEGCL, a limited liability company incorporated in March 2001 with the Head Office located in Jinja, is one of the UEB successor companies. UEGCL's key role is to oversee the efficient production of electricity power through power plant development and concession monitoring. UEGCL, with support from the GTZ energy programme in Uganda, seeks to fill the following vacant position:
POSITION: PROJECT COORDINATOR FOR SMALL HYDROPOWER STATIONS NYAGAK III AND MUZIZI
Reports To: Technical Manager
Duty station: Kampala, but candidate must be willing to spend significant time travelling upcountry
Employment terms: 2 year, contract renewable
Key Role: To monitor the Consultants' and Contractors' management, coordination and control of engineering and construction of two small hydropower projects (SHP Nyagak III and SHP Muzizi); advise UEGCL on any required actions to ensure compliance with the agreed responsibilities / risk undertakings in accordance with the project implementation plan and budget; manage reporting obligations vis-a-vis Government of Uganda and key development partners providing financing for the projects.
Tasks:
1. Liaising with the project engineer/consultant or the transaction advisor in the various aspects of the project
• Coordinating the various project activities of the various parties involved.
• Reviewing of the Contractor's Quality Assurance Programme (QAP) and Quality Control Programme (QCP).
• Review of test methods, procedure, and test programmes.
• Checking the Contractor's co-ordination of interfaces between equipment requirements and civil work drawings.
2. Carry out workshop inspections:
• Approving workshop test procedures and methods.
• Liaise with the Consultant for review and approval of all civil work drawings provided by the Contractor.
• Offering specialist advice and site supervision of the dry and live tests of control and protection circuits, commissioning of the units, load rejection tests.
3. Carry out Procurement Monitoring:
• Clarifying initial needs at site for all parties concerned, arranging in advance facilities to be provided at the start of the project at site, e.g. telephones, initial accommodation, etc.
• Verifying the orderly state of access to the site, sanitary installations, power supply, water supply, cleanliness of the site, environment, etc and arranging for necessary work if required. Verifying and/or arranging security arrangements.
• Recommending addenda to the contracts with or without financial consequences, for approval by UEGCL
• Verifying that Contractor's insurances are in conformity with the specification with respect to coverage and validity.
• Follow-up and control of project documents, drawings, operating and maintenance manuals, test procedures, as-built condition.
• Liaising with the Engineer to compile the operating and maintenance manual on basis of the documents delivered by the Contractor, arranging the same in a logical manner, and providing the interface chapters between the various manuals.
4. Liaising with Surveyors for Field Works to ensure that they fulfill their tasks:
• Ensuring that the various implementing agencies adhere to the agreed terms of project closure and site move-out
• Prepare a comprehensive Operation & Maintenance Manual including all parts of each of the project's facilities.

Job requirement
Minimum qualifications and experience:
• Minimum Bachelors Degree, either in Engineering (Electrical, Civil, or Mechanical) or Economics/ Business Management. A combination of both would be an asset.
• At least 5 years experience in managing infrastructure projects in East Africa, preferably in the power sector. Prior work experience in managing hydropower projects would be an asset.
• Demonstrated project management skills. Strong communication skills in English (oral and written) required.
• Experience of the whole project life cycle, able to operate in the initial conceptual design stage, in the depths of system testing, and at each stage in between
• Computer literacy and more specifically knowledge of MS Project
Other Requirements:
• Valid driving permit
Age limit: Not above 50 years of age
The position comes with a competitive market salary as well as other additional social benefits.
