Community Water Supply and Sanitation Systems in Peri-Urban Low
Income Settlements of Dar es Salaam

Duration of the Contract: 12 months

Gross monthly salary package: between 5.299,56 euro and 7.500,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.
Project:
The general objective of the project is to improve the living conditions of the communities in peri-urban areas of Dar es Salaam City.
The specific objective is the improved provision of clean, safe and reliable water supply and sanitation in 14 selected project areas in peri-urban and informal settlements of Dar es Salaam on a sustainable basis.
The project aims at ensuring access to drinking water and sanitation facilities and services for a population of about 180,000.
It consists of a set of activities that aim at achieving the following four results:
1. 15 water supply systems in the selected peri-urban and low income areas are designed and installed in a sustainable manner giving access to safe drinking water for 180,000 persons (i.e. 22 % of the final beneficiaries);
2. Hygiene practices and pilot sanitation facilities and services in the selected periurban and low-income areas are improved in a sustainable manner;
3. Community Owned Water Supply and Sanitation Organizations (COWSSO) are trained to manage, operate and maintain the water supply and sanitation facilities and services in an efficient, transparent and sustainable manner and are accountable to the users;
4. Innovative models of O&M by COWSSO and innovative technical options for water and sanitation infrastructure and services are documented and disseminated on city, national and international levels and information on water supply and sanitation policies and Integrated Water Resources Management (IWRM) are disseminated on local level.
Project activities started in April 2008 and will end in December 2013.
The position to be filled is a replacement.
Function:
The Government of Tanzania in cooperation with the Government of Belgium and the European Commission (Water Facility) is funding the project.
The project is managed by a Project Management Team headed by a Project Coordinator appointed by the Ministry of Water. Members of the Project Management Team are an international technical adviser (the position advertised here), one national adviser and three municipal water engineers.
The International Technical Adviser in collaboration with the Project Coordinator will be responsible for the achievement of the objectives of the project, in conformity with the project technical and financial file and with the grant contract established with the Commission of European Communities.
In this context, the Technical Advisor will be responsible for steering the existing team for the achievement of the objectives of the project. He or she will be responsible to:
· Ensure daily management of the project, including technical, administrative and financial management;
· Together with the Project coordinator, guarantee the quality of the planning and reports in line with the prescriptions of BTC and the Government;
· To organize, coordinate and supervise the execution of the project activities in the three municipalities in accordance with the approved project work plans;
· Provide technical advice and support to the Municipalities and communities in developing and implementing capacity buildings plans and strategies for the full integration of the project in the Municipality Administration;
· To coordinate the tendering process and to ensure it is executed according to the appropriate procedures;
· Supervise engineers and consultants during the preparation and tendering of contracts for procurement of works, goods and services;
· Ensure that social engineering activities and infrastructure activities are aligned, e.g. in terms of planning;
· Establish a training plan for the user associations and the community resource persons on (technical, financial) management and operation of water and sanitation infrastructure and services;
· Liaise with other relevant stakeholders in the area on developing a coherent approach and synergy in activities related to the main objective of the project;
· Promote the involvement of key players/actors in project area in the implementation of project activities and promote synergies of project activities with initiatives by other actors;
· Align the follow up, monitoring and evaluation mechanism of the project with that of the Municipalities;
· Assist in developing a system of communication with all stakeholders to ensure flow of information is guaranteed and the wider public is well informed through publication and media of the results of the project;
· Any other task related to the project that may arise.
Profile:
· M.Sc. in water, sanitary, public health or civil engineering, or equivalent;
· At least 5 years experience in the control and supervision of works in relation with drinking water and sanitation, of which 3 years at an international level;
· At least 5 years experience in project management;
· Experience in procurement;
· Good knowledge of accompanying measures applicable to drinking water and
sanitation activities (organization of management);
· Planning, technical (design, operation and maintenance) and financial management skills for a water supply and sanitation project;
· Skills to coordinate the activities of several development partners;
· Ability to conduct a dialogue between actors, to work in a team with good listening skills;
· Experience in sub-saharan Africa (experience in East-Africa is an advantage);
· Professional experience in a management role in donor funded programs;
· Good knowledge of new tendencies in development cooperation;
· Excellent oral and written communication skills in English;
· Must be computer literate, with knowledge of MS Windows, Word and Excel.
