PROGRAMME ANALYST (UN TRUST FUND TO END VIOLENCE AGAINST WOMEN)

The UN Trust Fund in Support of Actions to Eliminate Violence against Women (“UN Trust Fund”) was established by General Assembly Resolution 50/166, with UN Women as the Fund’s Administrator on behalf of the UN system. The UN Trust Fund is a leading multi-lateral grant-making mechanism providing support for governments, non-governmental organizations and UN Country Teams working to address the global pandemic of violence against women and girls. To date, the UN Trust Fund has awarded over $78 million to 339 organizations in 127 countries and territories. Currently, the UN Trust Fund portfolio includes over 80 active grants. With its annual call for proposals, the UN Trust Fund receives close to 2,000 applications a year, having received 2,572 applications in response to its 2010 Call alone.

The UN Trust Fund’s next Call for Proposals will be launched in November 2011. Under the supervision of the UN Trust Fund Chief, the Programme Analyst will be responsible for coordinating the grant-making process including managing the technical review process and collaborating with UN Women’s sub-regional and country programme offices in all aspects of the review, grant-making and implementation of grantee programmes.

Duties and Responsibilities

The Programme Analyst will be supervised by the UN Trust Fund Chief, and will be responsible for:

Coordination of the UN Trust Fund 2011 Call for Proposals:

  • Ensure timely roll-out of the 2011 Call for Proposals, including launch of the online application platform;
  • Facilitate appropriate and wide outreach and dissemination of the UN Trust Fund call and other related postings through the UN Women web site and other relevant sites;
  • Ensure timely updates of call-related documentation on UN Women website and respond to web queries related to the call process;
  • Coordinate proposal appraisal and finalization process at HQ; ensure review and shortlist of Concept Notes and Proposals; and provide necessary guidance and support to consultants and technical review team members;
  • Provide technical assistance to the sub regional offices and their Inter-Agency Programme Advisory Committees in the applicant short listing and final selection process;
  • Serve as key focal point for receiving and facilitating responses to requests for assistance from short-listed applicants and facilitate the response mechanism in close consultation with the UN Trust Fund Chief;
  • Ensure monitoring and fulfillment of time lines and requirements of the UN Trust Fund Call process at HQ and sub regional levels;
  • Maintain and update data on UN Trust Fund applicants and grantees, providing relevant statistics and analysis;
  • Prepare presentations and other informative packages on the UN Trust Fund call and applications for the Directorate, donors and the Programme Advisory Committee members; and prepare minutes of inter-agency meetings.

Oversight of UN Trust Fund Asia Regional Portfolio, with a Focus on Monitoring and Evaluation:

  • Manage the grantee reporting system for the Asia region, including via regular process monitoring based on grantee progress reports by liaising with and guiding UN Trust Fund focal points in SROs in report review and provision of feedback to grantees;
  • Oversee the monitoring and evaluation of active grantees, including project management, supporting implementation, and monitoring and evaluation plans in collaboration with the UN Trust Fund’s M&E Specialist;
  • Maintain centralized regional portfolio matrix of active grants, and provide quarterly portfolio updates to the UN Trust Fund Chief;
  • Liaise with SROs and other UN Women thematic and geo-sections for the provision of technical assistance to grantees throughout the project cycle;
  • Lead responsibility for ensuring all grantee related information is up-to-date and easily accessible on shared UN Trust Fund and UN Women platforms.

Policy and Management related support to the UN Trust Fund:

  • Provide support to UN Trust Fund team on policy and operational issues through providing feedback and information from the field;
  • Support the UN Trust Fund Chief in backstopping and liaising on inter-agency related work;
  • Collaborate with the UN Trust Fund Knowledge Management Specialist as required, to support the installment of the new web-based database system and other relevant information related to the 2011 Call for Proposals.

Technical Competencies
  • Ample knowledge and use of computer office tools (Excel, PowerPoint, Word etc.);
  • Basic knowledge of accounting, finance, and statistics.

Required Skills and Experience

Education:
  • Masters degree in international development, women’s studies, or a related social sciences field.

Experience:

  • Minimum 2 years of relevant experience in the field of gender equality, human rights and development.
Language Requirements:
  • Excellent command of the English language.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
