Principal Airworthiness Surveyor-(Avionics)

Civil Aviation Authority (CAA) is a corporate body responsible for regulation of Civil Aviation in Uganda. It manages Entebbe International Airport (EIA) and thirteen (13) other aerodromes upcountry. CAA carries out its work in conformity with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). The Authority now plans to recruit suitably qualified Ugandans of impeccable integrity and commitment to fill the following positions in its establishment as detailed below:-

REPORTS TO : Manager, Flight Safety Standards

AGE: Between 30 to 50 years
REMUNERATION: CAA Salary Grade 12
PURPOSE:
learn participation within the section, ensuring that Directorate and Departmental operational safety standards are maintained, and where possible, improved.
PRINCIPAL ACCOUNTABILITIES:
• Initiate issuance and amendment of avionics airworthiness policies, circulars and notices.
• Survey large aircraft (above 5700 Kg. MTOW) for issue and renewal of Certificates of Airworthiness.
• Develop examination packs for pilots (TTRs), flight engineers and maintenance Engineers (avionics).
• Prepare and conduct written and oral avionics exams leading to the grant, issue, extension and validation of aircraft maintenance engineers' license and pilots' ratings.
• Participate in the initial, renewal and variation certification processes for prospective and continuing certificate holder organisations.
• Recommend for approval of aircraft maintenance programs and schedules.
• Co-ordinate license applications with the licensing section.
• Periodic review of safety oversight on the airworthiness status of aircraft.
• Investigation of major aircraft defects and devising corrective action.
• Assess qualifications of personnel to be designated approved persons.
• Ensure that all aircraft on the register have type data sheets.
• Investigation of violation of national regulations in regard to airworthiness and initiation of corrective action where necessary.
• Assess, recommend for approval and monitor organisations and individuals within the civil aviation industry, on all aspects relating to the section's work, ensuring that they have sufficient controls, staff and standards in place to ensure safety in iheir operations.
• Be satisfied that appropriate levels of safety are likely to be achieved by demonstrated compliance with the defined regulatory requirements, initiating and guiding the development of standards and requirements where necessary.
• Monitor and act on continued airworthiness information from in-service aircraft, ensuring that any aspects relating to the operation or maintenance standards of an aircraft are investigated and resolved in a timely manner.
• Assess adequacy of maintenance, competence, and diligence of persons and organizations performing aircraft maintenance,
• Contribute to the management of the Department, including assisting in the formulation of policy and co-operating with other Sections to achieve optimum and co-ordinated safety regulation.
• Ensure the development and motivation of staff under his/her control to discharge the department's responsibilities for safety standards.
• Progress the harmonisation of all operational and maintenance requirements, especially the development of CAA policy for Regional co¬operation within EA, thus contributing to the safety of worldwide aviation, but without compromising Uganda standards.
• Plan the budget and manpower needs of the Section and control costs, ensuring that the tasks of the section are performed efficiently.
• Any other duties assigned by supervisors.

Job requirement

EDUCATION.
A B.Sc. graduate or equivalent in Mechanical, Electrical or Aeronautical Engineering or related discipline
EXPERIENCE:
The jobholder will have at least 5 years in the aviation industry and appropriate depth and breadth of experience working as an aviation maintenance personnel. In addition, the job holder will have significant supervisory experience and well-developed interpersonal skills.
KNOWLEDGE & SKILLS:
• ICAO, IATA and national regulatory requirements in airworthiness and procedures.
• Aircraft maintenance engineer's license in the avionics discipline (electrical, instruments, autopilot and radio) categories with type-ratings on large aircraft (above 5700 Kg. MTOW):
• The job bolder needs a deep and broad understanding of the business and technical issues, to be able to monitor, guide and control technical decisions on major safety issues involving the section. This experience will have been gained over many years working in the aviation industry. This background is essential for the following reasons:
• The job bolder will be required to resolve problems escalated up to him/ her which often require a deep technical understanding
• It gives the job holder an excellent appreciation of the issues and the practicality of the decisions they are making
• It gives the jobholder credibility with those they are regulating.
