SALARY: FSN-11 (ETB 161,209 to ETB 290,173 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (ETB 131,505 to ETB 236,709).

MAJOR DUTIES AND RESPONSIBILITIES: The Orphan and Vulnerable Children (OVC) Specialist will provide technical advice for the implementation of PEPFAR OVC activities in Ethiopia: S/he will monitor program progress and identify implementation achievements as well as problems in performance and initiate appropriate actions in consultation with the Senior OVC Advisor in prevention and social services cluster of the HAPN Office. The incumbent will maintain a regular schedule of project site visits at field level and make recommendations for adjustments of program activities as appropriate. Also the incumbent will be responsible for verifying the quality, tracking and synthesis of HIV/AIDS performance indicators, in particular those provided for OVC activities. Ensure all routine and ad hoc reporting requirements reflect fully the entire PEPFAR indicators and reporting against targets. Work closely with PEPFAR and USAID OVC partners to ensure that program achievements and lessons learned are disseminated to sector representatives. Maintain an up-to-date summary of all program technical and geographic areas. Liaise with middle/senior level officials of the Government of the Federal Democratic Republic of Ethiopia (GFDRE), NG0s and other implementing agencies in the specialised areas for which the incumbent is responsible.

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION: Completion of a Master Degree in Social Sciences, Social Work, Public Health or related fields is required.

EXPERIENCE: A minimum of six years of progressively responsible experience in managing and evaluating child oriented programs and working with governmental and/or non-governmental agencies is required. At least three years of this experience should be in development assistance or related work, for USAID, other donor organisations, host government organisations or private sector institutions.

LANGUAGE: Level IV (fluent) in English. The ability to communicate effectively in both written and spoken English is required.

KNOWLEDGE, SKILLS, AND ABILITIES: The position requires good organisational and management skills, strong analytical and research skills, good social and professional judgement, excellent interpersonal skills in cross-cultural and multi-level settings; ability to interact effectively with mid and senior level government officials and to maintain collaborative working relationships within a team structure. The selected candidate must be capable of producing high quality work, often under time pressure and in complex situations. Must be able to communicate effectively in writing and verbally in English and Amharic or other major national language; lead and participate in discussions and meetings effectively. Able to rapidly analyse information, evaluate data, and prepare reports and related documents. S/he must have thorough knowledge about the HIV/AIDS Policy of the Ethiopian Government, the Ethiopian health and/or education system, and other donor programs, OVC program design, implementation and evaluation. In addition the incumbent must have strong working knowledge of computer applications to carry out management and statistical analysis. Word processing skills are essential; spreadsheet development and graphics applications are highly useful.
