The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.
The IEC/ Communications Co-ordinator for the Horn of Africa emergency programmes will work as part of a MENTOR technical team with other specialism’s including malaria case management, vector control, malaria prevention, and camp /shelter malaria protection. This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to ensure help ensure that all vulnerable IDP and refugee populations in target areas, have access to shelter that provides protection against mosquitoes and other disease vectors or nuisance insects. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia and Ethiopia.
The responsibilities of this post include the following.
• Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programmes for all grant contract obligations related to delivering technical and operational capacity building of MoH, NGO and community teams in, and delivery of, malaria and related IEC and behaviour change strategies. This person will work with the teams malaria intervention specialists to co-ordinate and standardise the IEC tools and approaches related to each of their intervention areas. In addition this role will be responsible for handling outside media enquiries and will work with the PM on various representation assignments to ensure partner, authority and media understanding of the HoA MENTOR emergency response.
Specific Responsibilities:
Technical Activities;
• Responsible for programme implementation planning of malaria prevention and education (IEC/BCC) activities to be directly implemented by The MENTOR Initiative or with/through partners. • Responsible for local level needs assessments in relation to IEC. • Responsible for the review and assessment of existing IEC materials available in each programme area/country, to determine the best package of existing materials that are culturally relevant and effective. • Responsible for ensuring the roll out of standardised community messages that will educate households: • malaria transmission, • how to reduce high risk behaviours/groups, • effective use of prevention tools, • early recognition of illness and appropriate diagnosis seeking • early treatment seeking behaviour and the choice of effective anti malaria drug treatments (new national policy) where malaria is confirmed, • encourage pregnant women to attend ante natal clinics (or other facilities) to receive LLINs where relevant (intermittent preventive therapy (IPT) for malaria is not recommended in epidemic prone areas) • Responsible for the technical training of international and national team members in the relevant areas of IEC and for their training as trainers in IEC.
• Responsible for the production of IEC tools including posters, community songs and theatre; local radio broadcasts etc and to ensure continuous delivery of malaria prevention messages in all target areas, in conjunction with prevention campaigns. • Responsible for dissemination and donation of relevant IEC materials, electronic templates etc to partners MoH, NGOs, FBO, UN etc) in all programme areas. • Responsible for the monitoring and mapping of IEC activities delivery by partners and MENTOR.
• Responsible for sharing developed IEC tools and monitoring templates for prevention with other agencies (working in other parts of the country where feasible in order to contribute to national malaria control development • Responsible for ensuring effective and continuously updated data bases for prevention data, and working with other Programme Co-ordinators to collate all malaria prevention and IEC data from supported communities and partners, plus appropriate data management and analysis.
General IEC Logistics:
• Responsible for ensuring (working with the programme logisticians) appropriate handling and storage of all IEC materials and equipment. • Responsible for ensuring that Case management, IRS, shelter (ITPS) programmes receive adequate and appropriate IEC materials. • Work with the logistics team to ensure that provision of MENTOR IEC materials to partners in related programme areas is supervised and recorded.
Representation and Media Roles:
• Represent The MENTOR Initiative at relevant district/regional level meetings with the government and NGO partners to help inform and support a co-ordinated approach to IEC (and other programme areas in agreement with the PM) in the HoA emergency. • Handle all field level media/press enquiries related to MENTOR HoA • Produce and disseminate press/media briefing notes as and when agreed to ensure comprehensive understanding of the malaria risk and our response. • Produce a regular malaria HoA response newsletter (electronic) that reflects the co-ordinated activities of partners across the programme area, and disseminate this to all partners, authorities and relevant media outlets. • Host and facilitate agreed media related field visits
Other:
• Represent the organisation on behalf of the PM as required. • Manage related human resources in co-ordination with the PM. • Assist in the creation of viable new proposals and budgets in liaison with the HoA PM. • Maintain up to date information on the status of all relevant programme areas, particularly with respect to statistical information demonstrating progress towards programme goals. • Preparation of relevant medical sections for weekly, monthly, and other ad hoc reports • Participation of relevant medical sections in weekly or more frequent planning meetings. • Development of relevant medical sections in other reporting required by grant contracts. • Support the HoA PM in assessment missions when required. • Any other duties as may be assigned by the PM and agreed with the Director.
