HIV Prevention Technical Support Officer
Local Appointment (initial one year, renewable based on good performance)
Location: Kampala, Uganda
The World Bank and the UK's Department for International Development (DFID) is in partnership to support more efficient and effective HIV prevention efforts, the objectives of this support is to (a) improve the evidence base for more effective HIV prevention efforts in five priority countries; (b) improve the evidence base for more efficient HIV prevention proQrammes; and (c) improve knowledge about and skills in HIV prevention science and HIV prevention value-for-money related work. One of the countries where such a partnership has been agreed on, is in Uganda where the specific focus of the technical support in HIV prevention will be to support the Government of Uganda, as a member ol the United Nations Joint Team, to design and implement an impact evaluation for combination H!V prevention m Uganda and to support the evaluation and performance management of the new National HIV Prevention Strategy Implementation. Within this context of the support for Uganda, the World Bank will implement five deliverables:
Deliverable A. Impact evaluation design document, protocols, questionnaire and costing for the 6 pilot districts where intensified HIV prevention efforts will be implemented;
Deliverable B. National HIV prevention impact evaluation strategy with specific guidance on national survey and surveillance data needed so as to answer specific impact evaluation questions;
Deliverable C. Tools and processes for measurement of NPS performance: evaluation questions, tools, processes and mechanisms - linked to standard operating procedures and complementary to the routine M&E system for HIV and HIV prevention efforts;
Deliverable D. Building capacity tor quality assurance of NPS implementation of all regional and district level staff where combination prevention efforts are being implemented; and
Deliverable E. Completed 3-year impact evaluation for the DFID pilot districts (the last deliverable is subject to funding for the full impact evaluation surveys and follow-ups being available).
The World Bank wishes to appoint an HIV Prevention Technical Support Officer to
coordinate and implement the above-mentioned five deiiverables. The World Bank HIV Prevention Technical Support Officer will be a member of the World Bank's Health Team cadre recruited locally and posted in the World Bank's Country Office in Kampala, Uganda. The selected candidate will report directly to the Task Team Leader for the World Bank technical support in HIV prevention to the Government of Uganda. In addition, s/ne will work in close collaboration with and supported by the Senior Health Specialist in the Country Office. The technical quality of his/her work will be quality assured by the Task Team Leader for the World Bank technical support in HIV prevention, and by-the Global HIV/AIDS Program (GHAP) in the Human Development Network at the'World Bank's office in Washington DC (specifically, the Task Team Leader within GHAP responsible for managing the global partnership on HIV prevention between the World Bank and DFID). The technical affiliation for the HIV Prevention Technical Support Officer is the Health Nutrition and Population (HNP) Family and s/he will be mapped to the Africa Region's Health Technical Team (AFTHE) and to HNP in the Human Development Network.
Duties and Accountabilities
a) Technical Support Tasks:
• Support the design and implementation ot technical support Deliverables (b) and (c)
• Keep abreast of developments relating to Deliverable (a) and coordinate in-country liaison and data needs
• Provide quality assurance for Deliverable (d)
• Oversee the contract implementation for Deliverable (e)
• Represent the World Bank on Technical Working Group and other meetings relating to Deliverables (a) to (e)
• Obtain advice from, and implement the technical support provided by the World Bank technical support team
• Keep abreast of latest documentation relating to HIV prevention evidence and evaluations, and the HIV response in Uganda

b) Coordination and Communication Tasks:
• Track the implementation of the technical support tasks and prepare monthly progress reports
• Keep the World Bank Task Team Leader, World Bank Global HIV/AIDS Program representative and the health Task team in the Uganda country office abreast of developments
• Collate technical support documentation prepared under each deliverable in an electronic inventory
• Provide updates on progress with technical support tasks to stakeholders In Uganda, as agreed
• Attend meetings relating to the 5 technical support tasks
• Support the other members of the World Bank technical support team with their mission preparations, and participate in missions, as need be
• Prepare end of mission reports and share them with relevant stakeholders
• Work closely with the Ugandan AIDS Commission's HIV prevention, planning and M&E teams (spend one day per week at their offices) in areas related to the technical support that the World Bank will provide
• Liaise with HIV stakeholders about the technical support tasks, identifying and implementing opportunities to collaborate for improved implementation of the national HIV Prevention Strategy

Job requirement

Selection Criteria
(a) Academic Qualifications and Work Experience:
Minimum requirements (candidates without these requirements met, will not be considered):
• Masters' degree in social sciences, medical sciences or mathematical sciences and five years working experience (of which two years in HIV prevention)
Additional requirements (under special circumstances, candidates without the number of years of experience will still be considered, but will be subject to a knowledge test in HiV prevention and HIV monitoring & evaluation)
• PhD in a related field and four years working experience (of which two years in HIV prevention) \

OR

• Post graduate studies (certificate or diploma) in a related field and eight years' working experience in a related field (of which two years in HIV/AIDS prevention) *

OR

• No postgraduate studies and twelve years' experience in international development, of which four years has to be in HIV prevention (some of tfiese years of working experience could have been gained simultaneously)
( b ) Demonstrable Skills:
• HIV M&E systems and process design - the HIV Prevention Technical Support Officer should submit such documentation that he/she has produced M&E documentation or designed M&E systems, preferably in HIV
• Project management skills – narratively -described experience of the nature of the applicant's experience in project management
• Excellent technical writing skills-m the application, the applicant should submit examples of HIV-related documentation that you produced (of which you were the sole or main writer)
• Diplomacy and negotiation skills - the applicant should submit descriptions of cases where he/she had to use these skills to navigate challenging situations
• Survey management skills- it is expected that the applicant has managed at least one survey
• Knowledge of World Bank Procedures will be an added advantage.
In addition to the compulsory documentation that need to be provided as per the list above, the applicant may choose to also provide the names and contact information of references of persons for whom he/she has used the skills above to provide technical support services.
(c) Knowledge Areas:
It is expected that the Project Coordinator will be informed of and knowledgeable about the following areas; (a) HIV response management; (b) HIV prevention; and (c) HIV monitoring and evaluation. In addition, knowledge of impact evaluation principles will be useful. Short-listed applicants' knowledge in these specific areas may be tested during the interview process.
