GOAL first started working in South Sudan in Mid-1980, originally through short term emergency intervention.
GOAL South Sudan currently has 3 programme sites Twic County, Warrap State, Abyei Administrative Area (AAA) and Malakal / Sobat in Upper Nile State.
At these sites GOAL South Sudan operates public health programmes activities including curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction / rehabilitation.

Job Title: Roving Health Supervisors
3 Positions
Contract Length: 3 months
General Description of the Role
This position demands both excellent clinical knowledge and training skills to manage health facilities within a rural primary health care setting.
The Roving Health Supervisors will be responsible for ensuring that management of the medical facilities is executed in line with international standards and donor guidelines under the supervision of the Area Health Manager and assistant PHC.
They will be directly responsible for clinical diagnosis and treatment and the efficient operation of the assigned clinics so that the clinics show improvements in their outputs (accurate diagnosis, waste management, stock control, data collection and improved skills of staff).
In the execution of duties it is expected that the role will require extensive travel within Twic County.

- Qualified clinical officer, registered with MoHGoSS.
- Previous experience in PHC / health programmes in similar position with international organisations / agencies desirable
- Fluent in spoken and written English; good spoken Arabic
- Staff management/training experience and good inter-personnel skills
- Very enthusiastic and keen to travel and work extra hours to achieve the objectives of the programme

The nutrition officer will play an active role supporting all clinics in all aspects of the nutrition program.

- Training and technical advice to all GOAL staff on nutrition
- Running of Outpatient Therapeutic Programmes (OTPs), Nutrition Circles to target Moderate Acute Malnutrition and Cookery
- Demonstrations as a form of prevention of malnutrition
- Give technical advice on Growth monitoring and promotion
- Integration of nutrition into the different primary health care components.
Requirements (Person Specification)
- BSc or MSc in Human Nutrition/ Public Health Nutrition
- Previous experience in CMAM or nutrition programmes, preferably with international organisations
- Fluent in spoken and written English
- Staff management/training experience and good inter-personnel skills
- Very enthusiastic and keen to travel and work extra hours to achieve the objectives of the programme
Job Title: Procurement Manager (PM)
Contract length: 12 Months
General responsibilities: The PM is responsible for managing GOAL SS procurement, ensuring orders for goods and services are processed promptly and good value is obtained through the relevant procurement officers in GOAL SS.

Key Responsibilities:
- Ensure standards on cargo shipped internationally through International Chamber of Commerce (INCORTERMS) are applied when importing supplies.
- Where necessary perform regional procurement through developing supplier contacts and maintaining relationships with logisticians in other GOAL offices and through the GOAL Logistics Advisors.
- Manage tenders for high value procurements, in line with GOAL Logistics Systems.
- Make presentation to tender Committee Members on major purchases before contract award
- Work with Budget Holders in developing procurement plans to ensure donor budgets are spent timely.
- Actively participate in budget formulation process by availing information on Logistics related costs.
- Through GOAL standard systems ensure that all Donor Requirements relating to Procurement are complied with within budgets and contracts.
Experience:
- A minimum of 2 years ‘experience as Head of Procurement with an international NGO and A minimum of 5 years Procurement experience in NGO or commercial organization.
- High level of integrity, honesty, commitment and professionalism
- Understanding procurement requirements of donors like USAID, ECHO and DFID a distinct advantage
- Qualification in Procurement/Supply Chain Management a requirement
- Excellent computer skills
