i. BACKROUND

ii. OBJECTIVE:
To support the Central Africa’s Regional Programme work by developing and upholding good standards for financial control and supervision; to build capacity of the regional portfolio in financial implementation and monitoring; to ensure that financial quality standards are reviewed and maintained across the programme portfolio.
iii. REPORTING:
The incumbent will report to the Chief Operations Officer, AFC.
iv. JOB PROFILE:
The Officer collaborates with the AFC Operations, Programme staff and implementing partners, to ensure that quality and inclusion is maintained through financial monitoring of all programmes. The region demands high quality, transparent and accountable programmes. The Financial Monitoring & Evaluation Officer will review Financial and Audit reports. The Officer will support the development of financial systems at regional office and partner level and ensure capacity development of regional office staff in program and operations in the area of financial control. The incumbent will provide financial oversight of the whole AFC programme portfolio. Emphasis is also placed on financial capacity development of partner organisations.
v. KEY AREAS OF RESPONSIBILITY
Supervise monitoring and analysis of financial reports against approved budgets and ensure timely submission to donors;
Ensure quality standards are maintained in financial monitoring and reporting by advising on the development of appropriate systems and policies which provide reasonable levels of assurance that are being followed by the systems in place;
Assess potential and existing partners financial and procurement policies and procedures (systems);
Identify needs for capacity development of partners and stakeholders at RO level and address them accordingly;
Actively participate in the development of ToR’s with Auditors to the implementing partner ;
Review Audit Reports and follow-up on the implementation of recommendations made by the auditor as per the Management Letter;
Work closely with the Chief Operations Officer , Programme Department and the Capacity Development Department to ensure that donor and CBM requirements are met and share responsibilities accordingly;
vi. QUALIFICATIONS
• A Bachelors Degree in Finance;
• Certified Chartered Public Accountant;
• At least three years of proven experience in financial control and grants management;
• Working knowledge of International Financial Reporting Standards (IFRSs), International Accounting Standards (IAS’s) and International Standards on Auditing (ISA’s).
• Experience in developing and implementing financial M&E systems;
• Experience in program work an added value.
• Demonstrable experience in working with short deadlines;
• Experience in successfully meeting targets;
• Ability to lead and willingness to work with others in support of change.
vii. COMPETENCIES
• Ability to analyze and present data and program information, orally and in writing and in non-technical language;
• Ability to effectively communicate the CBM value of integrity by promoting financial stewardship through practices that exemplify commitment to sound accountability and transparency;
• Ability to develop productive and harmonious relationships internally and externally;
• Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds;
• English essential ;
• French is a significant advantage;
• Computer literacy, especially in the basic common accounting software and spreadsheets is essential;
• Self motivated and able to work independently;
• Ability to travel occasionally throughout Central Africa region.
