Finance and Administration Manager The African Wildlife foundation (AWF)

The African Wildlife foundation (AWF) seeks to hire a highly qualified and motivated individual to serve as Finance and Administration Manager (FAM) for the International Gorilla Conservation Programme (IGCP). This position will be based in Kigali Rwanda, with frequent travels to the Programme’s field locations in Uganda and DRC.

IGCP is a Coalition Programme of the African Wildlife Foundation (AWF), Flora and Fauna International (FFI) and World Wide Fund for Nature (WWF). IGCP’s mission is, to conserve mountain gorillas and their habitat through partnering with key stakeholders to significantly contribute to sustainable livelihood development.

The primary role of the Finance and Administration Manager will be to provide administrative, financial and logistical support to the International Gorilla Conservation Programme, to build in-house capacity with respect to finance and admin matters, to ensure compliance with various donor regulations e.g. approvals, financial and administrative reporting procedures and oversee the financial management of the IGCP’s national and regional offices (Kigali-Rwanda, Musanze-Rwanda, Kabale-Uganda, and Goma DRC).

The Successful candidate;

Will have a Bachelor’s degree in Finance or accounting and a full CPA or ACCA.
Will have at least 5 years of relevant working experience, with at least 3 years as a senior accountant and preferably with a minimum of 2 years in a donor funded non-profit organization.
Will have proven Experience in financial management and ensuring adherence to internal controls.
Will have strong analytical skills and demonstrated experience in working with computerized accounting systems, SUN Systems and Vision Excel report writer will be preferred.
Will be able to manage competing priorities, exercise good judgment and quickly identify and resolve problems with minimum supervision.
Possession of a valid accident free driving license and membership and active participation to an accounting professional body would be an added advantage.

The primary role of the Finance and Administration Manager will be to provide administrative, financial and logistical support to the International Gorilla Conservation Programme, to build in-house capacity with respect to finance and admin matters, to ensure compliance with various donor regulations e.g. approvals, financial and administrative reporting procedures and oversee the financial management of the IGCP’s national and regional offices (Kigali-Rwanda, Musanze-Rwanda, Kabale-Uganda, and Goma DRC).



Responsibilities:


a) Management and administration

Reviewing and updating regularly IGCP financial policies, managerial systems and procedures
Managing the operations and offices of IGCP at headquarters and all projects
Administering the Programme and project budgets
Supervising the work of the Finance and Administration staff
Carrying out the annual staff appraisals for the Finance and administration staff
Preparation of contracts for all staff and reviewing consultants contracts
Oversee Payroll preparation in compliance with the government requirements and remittance of statutory deductions to the relevant authorities.
Provide leadership in office procedures, office space management, leases renewals, equipment maintenance, repairs and renewals, mail management, stationery and stores management, garden maintenance.
Manage General Insurance Policies: Provide management of general insurance for protection of general office insurance risks. Continue advising IGCP of areas of uncovered risks. Manage staff insurance schemes. Ensure timely and proper settlement of insurance claims
Oversee office security: Ensure systems are in place for security vigilance. Provide proper management of vehicle security systems and vehicle identity.
Oversee the management of travel and accommodation: Ensure credit facilities with reputable vendors for both travel and accommodation and at reasonable cost. Provide supervision in ensuring proper reservation on travel bookings both domestic and international.
Supervise the sourcing and management of vendors’ records: Provide maintenance of vendors’ records for proper management of services offered to IGCP.
Oversee vehicles and transport management: Oversee field-based administrator’s management of vehicle fleet, fleet register, vehicle registration logbooks, repairs, usage monitoring system through log-sheets, licenses, insurance, cross border documentation, vehicle valuations, disposal and duty waiver compliance.
Supervise the procurement of goods and services: Take responsibility on providing guidelines and support in procurement of goods and services. Ensure compliance on donor requirements including pricing, competitive bidding, source and origin certification, foreign policy restriction, service/merchandise quality, approvals, warranties, use of approved carriers, dealer reputation, local government regulations export and imports.
b) Financial

Maintaining all financial records of IGCP.
Ensure that all disbursements and financial transactions are done as per policy
Preparing Budgets and financial reports for the Director and the Board
Track IGCP budgets for all activities, overseeing allocation of funds to budgets and tracking expenditures.
Oversee the compilation of monthly IGCP financial reports in compliance with AWF/WWF/FFI accounting systems.
Tracking and managing receivables and ensuring staff and projects are charged appropriately.
Ensuring that all donor requirements are met with respect to financial accounting and reporting
c) Capacity building

To provide training to the finance and administration staff and the Programme staff on interpretation and implementation of IGCP’s financial policies and procedures.

Reporting:

The Finance and Admin Manager will report on all matters to the Director. He/she will prepare monthly financial statements and will contribute to the preparation of the Director’s quarterly bi-annual reports and annual reports with respect to financial issues.
