MSH is seeking candidates for an upcoming five-year program to ensure the availability of key skilled health professionals at all levels to reduce the incidence of infectious diseases and maternal, neonatal and child mortality, consequently improving health outcomes for all Ethiopians. Objectives include: supporting the implementation of the Ethiopian Human Resources for Health Strategic Plan under the Health Sector Development Program IV; improving the quality of public health teaching institutions; and improving the availability of key HRH categories through scaling-up the training of midwives, clinical surgical officers and anesthetists and replacing health extension workers. Position is subject to project award.
The Chief of Party serves as the in-country leader and head technical advisor for the project. S/he is responsible for achieving required project results through effective project planning and management, technical advising, administration and oversight, monitoring and evaluation and donor relationship management. S/he ensures a comprehensive approach to institutional development and strengthening, and provides programmatic leadership to ensure seamless planning, implementation of activities and technical support.
The ideal candidate will have prior experience working in Ethiopia and in coordinating complex, preferably USAID-funded, projects. Proven track record in human resources for health system strengthening; building management, leadership, and advocacy capacity, and improving the quality of public health teaching institutions is strongly preferred. The Chief of Party must be skilled in leading teams, communicating and networking, and completing deliverables on time.
Qualifications:
- Graduate degree in international public health, international development, public administration, management, social sciences or a related discipline.
- At least eight years of experience managing results-oriented mid- to large-scale public health programs in developing and transitioning countries.
- Exceptional managerial and operational experience preferably in managing complex activities of similar magnitude and complexity involving coordination with multiple partners.
- Previous experience with approaches to implementing Human Resources for Health strategic plans and improving the quality of public health teaching institutions.
- Excellent communication, supervisory and interpersonal skills. Demonstrated leadership. Ability to build synergies across technical disciplines, leverage private sector resources, and nurture innovative alliances.
- Significant understanding of USAID administrative procedures and requirements.
- Fluency in written and spoken English required. Fluency in Amharic, a plus.
- Willingness to locate in Addis Ababa and to travel within Ethiopia required.
