CONSULTANTS (AQUACULTURE TECHNICIANS) TO SUPPORT FISH FARMERS IN THE MANAGEMENT OF FISH FARMS AND CAGES
TERMS OF REFERENCE FOR THE RECRUITMENT OF CONSULTANTS (AQUACULTURE TECHNICIANS) TO SUPPORT FISH FARMERS IN THE MANAGEMENT OF FISH FARMS AND CAGES
The Government of Rwanda has received a loan from the African Development Bank to finance the Inland Lakes Integrated Development and Management Support Project (PAIGELAC) in order to boost fish production in the country.
The country has an ambitious plan of increasing fish production from the current 11.000 tonnes per year to 25.000 tonnes per year by the end of 2012.
In order to achieve this ambitious plan, the country using the support of ADB is currently rehabilitating and stocking up to 277 ha of fish ponds and also establishing and stocking 370 demonstration tilapia cage cultures, all these are being managed by Cooperatives that might be having the will to work but lacking the technical skills in, fish farming especially if it necessitates intensive method involving feeding in cages or even in ponds.
Considering this lack of the required technical skills and the urge to produce the targeted quantities of fish and after establishment of the necessary infrastructures, the project intends to use part of the Grant funds to recruit consultants who are aquaculture technicians that can offer technical assistance and offer hands on training through the daily management of the fish ponds and cages alongside representatives of the cooperatives.
The aquaculture technical consultants shall provide their expertise in form of hands-on, on farm training in the daily management of cages and fish farms including feeding, diseases detection and control, sampling, sexing and grading of fish in order to know the growth rate of fish put them in appropriate ponds/cages and feed appropriately.
The aquaculture technical consultants shall be under direct supervision of the Project Head of Out-stations to whom they shall regularly submit progress reports on aquaculture development, these reports can be verbal or in informal meetings held with the outstation manager or any project staff that visits the farm.
DUTIES
The duties of the aquaculture technicians shall be as follows:
- Conduct the maintenance and technical management of the fish ponds and cages on a specific farm either made up of ponds or cages , put in place mechanisms to attain the expected production on the farm ;
- Support farmers in good feeding techniques including the formulation of fish feeds by using locally available ingredients that allow farmers to minimize investment costs and maximize profits from aquaculture;
- Provide technical expertise and practice this expertise in the management of cage culture including feeding, sampling from cage in order to control the growth rate of fish from cages, propose adequate commercial weight in order to reduce operational cost so as to increase profits,
- Offer hands on training in the skills required for the proper and profitable fish farming in ponds or cages to the cooperative members or any other fish farmer sent by the project
- Do sexing of the fingerlings at an appropriate age and size and keep different sexes in separate ponds to enhance growth and prevent growth stunting.
- Prepare required periodic technical reports on the progress of the fish farming and cage intensification activities and make recommendations for improvements in this area.
REPORTING
- Each month he/she shall provide a report to the PAIGELAC Head of Outstation with a copy to the Chairperson of the cooperatives under his appointment area with detailed progress of fish farming activities;
- The technician shall produce monthly report. At the end of the mission, a report shall be presented and approved by the Project Implementation Unit.
DURATION OF THE MISSION:
The duration of the services for the aquaculture technical consultants shall be 6 months that can be renewed after an evaluation. The work place shall be in designated fish farming zones especially where there is a concentration of fish ponds or cages.
QUALIFICATIONS AND EXPERIENCE OF THE TECHNICIAN
- Advanced diploma, in Aquaculture and fish farming with an experience of at 3 years of fish farm experience or management; or a certificate inn fisheries from a recognized institute with a 5 years experience on the farm.
- Written and spoken languages: English or French, the knowledge of Kinyarwanda language being an advantage.
