It has been ten years since the adoption of The New Partnership for Africa's Development (NEPAD) programme by the African Union Assembly in 2001. The NEPAD framework document is an ambitious and comprehensive statement of intent by the African Heads of State and Government that has clear goals established, i.e. the creation of conditions conducive for development, eradicate poverty, ensure economic growth and development, and ensure that the continent participates in the global body politic. The appropriate NEPAD structures were established to provide the necessary political orientation through the HSGIC, the Steering Committee to provide guidance on implementation, and the NEPAD Secretariat and its successor institution to facilitate the implementation thereof.
The NEPAD programme has embedded in it a philosophical framework that underpins key principles of ownership, leadership and the development of appropriate capacity for the continental institutions, REC's and Member States. These principles have been integrated into the strategies, processes and approaches of the NEPAD initiated frameworks, programmes and projects. However, there is a need to examine the strategies and approaches undertaken in integrating and streamlining these principles in our business processes. Therefore, we need to assess whether NEPAD and its processes has been able to change the way in which the continent is organised; developed the appropriate capacity necessary to address the continental priorities; provide the leadership required to deal with the frameworks, programmes and projects; and ensure the mobilisation of African stakeholders in support of continental priorities.
Duties and Responsibilities
Specific Objectives:
The implementation of NEPAD has reached a critical milestone of ten years of implementation of the socio-economic programme in 2011. Therefore the newly established NEPAD Planning and Coordinating Agency(NPCA) needs to establish a broad conceptual framework that would allow the NEPAD structures to conduct a review of implementation of NEPAD and determine a long term development and growth path for the continent. It is envisaged that the review and determination of the long term strategic focus shall be influenced by empirical research, the consultations with REC's, African stakeholders and civil society and development partners.
Deliverables:
The following deliverables are expected from the consultant:
- A concept document which takes into account the most appropriate methodology to involve a continental expert group, principal structures of the AU and Member States;
- Guiding documents for the consultative meetings in the form of discussion points and leading questions;
- Detailed terms of reference for the lead experts in each of the priority areas;
- A detailed Action Plan for the exercise;
- The management of the technical process of review that includes ensuring that the lead experts in each of the thematic areas conduct their review and produce their draft report;
- Consolidation of the report and producing a 1st draft report for discussion with key partners; make amendments and produce the 2nd draft for engagement with the REC's; make amendments and produce a 3rd and final draft.
Competencies
- Solid experience in the areas of economic development, poverty analysis, development and planning, strategic planning of programmes and projects on economic development particularly in Africa;
- Proven experience in research on development issues;
- Practical experience in organizational and programme management at national or regional level;
- Knowledge of NEPAD and its activities as well as familiarity with regional and sub regional entities such as the African Union, SADC and civil society organizations in Africa;
- Experience in formulating development strategies and policies and programmes;
- Excellent public speaking and presentation skills;
- Excellent writing, editing, and oral communication skills in English; and
- Ability to meet deadlines and prioritize multiple tasks.
Required Skills and Experience
- PhD in Economics, Social Policy Analysis;
- Preferably a combination of academic and technical experience in both social and economic fields.
- A master's degree and at least 10 years of experience would also be acceptable.
