BACKGROUND:
IRC’s Community-Driven Reconstruction program in DRC, a program called “Tuungane”, meaning “let’s unite” in Swahili, is the largest of its kind within the IRC network globally and will support approximately 1800 villages in the east of the country. It seeks to empower communities to have a greater voice and control over their own development. With a budget of 140 million USD, this seven-year program aims to support 2.6 million beneficiaries to improve socio-economic conditions and increase understanding of and demand for good governance. The current program will continue through 2014.
SCOPE OF WORK
The CDR National Quality Manager, will be responsible for managing the quality of program implementation by CDR teams working across five program sites. Conceptually this includes ensuring that program implementation adheres to the principles of good governance such as participation, inclusion, transparency and accountability. Of note is that the Tuungane program is pioneering implementation of civic participation mechanisms in the program, such as the community scorecard and joint-service improvement plan. Practically this includes ensuring that programme activities are implemented according to a well-defined set of program protocols and tools which balance the need for timely achievement of program objectives with the importance of quality processes & methodological rigour.
The CDR National Quality Manager will monitor the quality of program implementation by CDR teams in each of the five key sites. Programming in four of these five sites is implemented by IRC as the lead agency: Sud Kivu, Nord Kivu, Tanganyika and Haut Katanga. Programming in the province of Maniema is implemented by CARE International. The CDR National Quality Manager will work closely with field staff and provide support to those involved in quality assurance at each of the five sites, including recommending and leading implementation of adjustments as needed. This position will involve frequent travel to field sites, requires a highly flexible and positive working style, fluent French and strong communications skills. This position will report to the Deputy Director – CDR, who will supervise the technical aspects of the work at national level.
KEY RESPONSIBILITIES • Monitor, assess and maintain the quality of programme implementation across the five Tuungane sites, including integration of the attributes of good governance such as participation, inclusion, transparency and accountability • Provide national coordination, technical support and quality assurance in the implementation of the program’s civic participation mechanisms, such as the community scorecard and joint-service improvement plan • Ensure that Tuungane protocols are meeting program needs and good governance goals, as well as effectively integrating the local realities on the ground within the five program sites; Reinforce field staff’s adherence to and understanding of Tuungane protocols through trainings, coaching during site visits, timely diffusion of relevant materials • Recommend adjustments to the protocols and related tools to the CDR teams, seek management approval, lead/coordinate the implementation of changes and adjustments to the protocols, guides and tools as needed across the five program sites • Provide national level coordination and support to quality assurance staff at all sites, including CDR Process Quality Managers, in the planning and implementation of quality assurance activities, coordination and update of training modules, field guides, guidelines and toolkits for use of CDR teams • Provide national-level coordination of sector specialist teams working at each site to assure consistency across program efforts to strengthen citizen demand and dialogue with service providers of health, education, water sanitation at local level • Coordinate with other teams involved in monitoring program implementation, such as construction technicians and monitoring and evaluation officers • Lead or contribute to special projects related to program implementation quality, internal and external reviews and controls • Participate in quarterly program strategy meetings and ensure the implementation of decisions and actions points • Assist the DD- CDR Coordinator in six-monthly reporting on program progress and results
This position reports technically to the DD-CDR.
REQUIREMENTS • A University degree demonstrating outstanding academic achievement (please provide GPA or equivalent on CV) • Knowledge of principles of good governance, participation, transparency, accountability and experience working with these elements on the ground • Prior experience with Community-Driven Reconstruction (or similar) programming strongly preferred • 3-5 years of work experience, of which at least 2 years in a developing country (preferably post-conflict context) • Fully fluent in French and English • Detail oriented, ability to understand and integrate complex issues • Excellent organizational, interpersonal, and communication skills.
• Motivated, positive individual who likes to take initiative • Experience living and/or working in Africa preferred.
SPECIFIC SECURITY SITUATION/HOUSING The CDR National Quality Manager will be based in either Bukavu or Goma. The position is unaccompanied but individual rooms in a shared guesthouse will be provided. Expatriates can normally move around without harassment or danger in field sites of the programme.
