CIVIL ENGINEER UGANDA ELECTRICITY TRANSMISSION COMPANY

Uganda Electricity transmission Company Limited (UETCL) a fully state owned limited Company is a lead player in the Uganda power sector. It is responsible tor the bulk purchase and sale of electricity from the generating companies and to the distribution companies respectively throughout Uganda. It is also responsible for all exports and imports of electricity in Uganda.
The Government of Uganda has applied for financing from the World Bank toward the cost of the Electricity Sector Development Project, and intends to apply part of the proceeds for the construction of Kawanda-Masaka 220kV transmission line (137 km) along with upgrading and construction of associated substations.

2. CIVIL ENGINEER (1 Post)

The Civil engineer reports to the Project Manager in the Projects Implementation Department. The Civil Engineer shall together with the supervision consultant manage the procurement of the Contractor up to contract signing, and support UETCL in construction management and supervision during execution of the contracts up to completion.
Overall, the role of the Civil Engineer will be to carry out day to day supervision of the civil related contract works right from review and approval of design, construction supervision, witnessing all soil investigation and tests for the tower foundations, witness all tests for equipment plinths, participate in the Factory Acceptance Test, witness all civil related site tests, participate in final tests and commissioning of the plant and equipment.

KEY RESULT AREAS:
• Participate in tendering process, evaluations up to contract award in line with Government of Uganda and lender procurement requirements.
• Support the Senior Civil Engineer through preparation of weekly, monthly, quarterly and annual project progress report.
• Review and cause approval of designs as submitted by the Contractor through the supervision consultant.
• Supervise all the Geo-technical soil investigations and tests and cause timely approval of the results by the responsible officer.
• Work with the consultant for supervision to carry out daily supervision of all physical works particularly on civil engineering aspects of the substations and the transmission line.
• Witness and/or sample the foundations depth, metal work, form mixture ratios and present during all tests right from soil investigation, quality and quantities of materials delivered, form setting, backfilling and equipment loading on to the foundations and any other civil related tests until the full commissioning and handover of the plant.
• Co-ordinate all civil engineering related works and ensure that there is no collusion between contracted parties.
• Ensure quality control, safety issues and economy of works for all the civil engineering related works in line with the contract requirements.
• And to carry out any other duties as may be assigned from time to time.

Job requirement

THE PERSON SPECIFICATIONS:
The desired person should have the following essential requirements.
• Degree in Civil Engineering or equivalent professional qualification.
• Post Graduate Diploma in Project Planning and Management or Business
• Administration will be of added advantage.
• Experience of three years in supervision of works and projects.
• Significant experience with donor funded projects and reporting practices.
• Must be computer literate.
• Must have good supervisory and interpersonal skills.
• Must have good analytical and communication skills.
• Must be able to withstand stressful work situations and have willingness to work for long hours outside the official working hours.
• A person of high integrity, motivated, innovative and a committed team player.
• Must possess a valid National Driving Permit,
