INVITATION FOR BIDS (IFB)
FOR SUPPLY AND INSTALLATION OF ELECTRONIC SEALS, RELATED EQUIPMENT AND SERVICES FOR CARGO TRACKING SYSTEM TO THE CARGO TRANSPORTERS - IFB No: TMP/PG/08/24-B
1. Tanzania Revenue Authority (TRA) intends to introduce an Electronic Cargo Tracking System for Customs related Cargo in order to facilitate trade and improve revenue collection.
2. The TRA through this invitation of bids will select AT MOST FIVE qualified suppliers who will enter into contract with TRA to Supply Electronic Seals, related communication equipment and services to cargo Transporters under self-financing arrangement. The selected services providers will ensure availability of standardized Electronic Seals and related equipment to cargo transporters (currently estimated 8,000 transporters) by leasing or selling to them. TRA in collaboration with TCRA and TBS will provide and monitor specifications and standards of required seals and services.
3. The Tanzania Revenue Authority (TRA) now invites sealed bids from eligible and qualified LOCAL REGISTERED COMPANIES for the supply of electronic seals and related equipment as follows: -

4. This tender constitutes ONE LOT and applicants must indicate unit price for all items and quantities. Applicant not indicating unit price for all items will be considered non-responsive and rejected.
5. Tendering will be conducted through the National Competitive Tendering procedures specified in the Public Procurement (Goods, Works, Non Consultant Services and Disposal of Public Assets by Tender) Regulations, 2005 – Government Notice No. 97
6. Qualifications requirements include among others, the following:
(a) Bidders must submit copies of certified bank statement covering the period of 12 months ending one month before deadline for the submission of bids.
(b) Bidders must provide audited financial reports of the last two years.
(c) The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
(i). The bidder shall have at least 3 (three) years of experience in the supply of electronics and communication related equipment and services and proven after sale technical support facilities in Tanzania.
(ii). If at the time of bidding, the Bidder does not have adequate and proven after sale technical support, then the bidder shall submit his plans for setting up such facilities in the event of award of contract, and as to how he proposes to carryout testing, installation and provide after sale technical support services to transporters until such facilities are set up by the Bidder
7. Interested eligible Bidders may obtain further information from Tanzania Revenue Authority Headquarters and inspect the bidding documents at the address given below during week days from 8.00 am to 5.00 pm.
8. A complete set of bidding document in English may be purchased by interested applicant on the submission of a written application bearing a name of the firm, e-mail, postal address, fax and telephone to the Address indicated below and upon payment of a non – refundable fee of TZS. 50,000/- (Tanzania shillings fifty thousand only) or in US $ 50 (United States Dollars fifty only). The method of payment will be by banker’s cheque, banker’s draft or cash to Tanzania Revenue Authority.The invitation for bids documents will be sent by airmail or courier for overseas delivery and surface mail or courier for local delivery. Tanzania Revenue Authority will not be held responsible and accountable for any delays or non-receipt of the bidding documents. 9. All Bids in one original plus one copy properly filled in, enclosed in plain envelope and clearly marked “Invitation for Bids for the Supply of Electronic Seals, Related Equipment and Services for Cargo Tracking System to the Cargo Transporters’’ Application No. TMP/PG/08/24-B.”must be delivered to Secretary to TRA Tender Board, Tanzania Revenue Authority-Headquarters, Room No. G.15, Ground Floor, Sokoine Drive, Dar es salaam, Tanzania at or before 10:00 hours, Tuesday 21st June 2011.Bids will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend the opening ceremony in the Board Room located on the 3rd Floor at the Headquarters of the Tanzania Revenue Authority, Sokoine Drive, Dar es Salaam and shall remain valid for the period of one hundred and twenty (120) days from that date.
10. Late Bids, Portion of Bids, Electronic Bidss, Bids not received, Bids not opened and not read out in public at the Bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
