BACKGROUND: Over 20 years of brutal civil conflict have left Sudan devastated. A protracted, complex conflict rooted in disputes over religion, ethnicity, resources, governance and self-determination has resulted in widespread destruction of community infrastructure, mass displacement, and gross abuse of human rights. As a result, Sudan is one of the poorest countries in the world, with a GNP per capita of less that $300 and life expectancy of 56 years. With the signing of the Comprehensive Agreement on 9 January 2005, emergency interventions are slowly making way to post-conflict development activities, although the environment remains fragile with testing operational challenges. Given the relative peace, voluntary and organized returns are occurring; but, reintegration and recovery are proving difficult for communities, local authorities and international actors to manage.
Starting in October 2010 the Government of Southern Sudan started to encourage, and facilitate, the large scale return of Southern Sudanese from parts of north Sudan. Given the poor state of service delivery already existing in South Sudan, these returns have placed an increased burden on an already fragile primary healthcare system. IRC, in partnership with Management Sciences for Health (MSH), is proposing to improve the capacity of the Ministry of Health to delivery primary health services in the two highest counties of return in Unity and Northern Bahr el Ghazal States. This program will focus on the physical improvement of targeted health facilities in areas of high return and the corresponding training to health officials and health delivery staff to improve overall management and quality of care.
This is a consortium project with MSH in which IRC is the lead agency providing overall management and direction and directly overseeing the physical rehabilitation aspects of the program. MSH will implement the training elements of the proposed project under the guidance of IRC.
SCOPE OF WORK:
The Returns and Reintegration Program Manager will report to the Health Coordinator and ensure the successful implementation of the program. This position will be responsible for the timely delivery of program activities, facilitating a positive relationship with the Ministry of Health in Northern Bahr el Ghazal and Unity States and oversee the subcontract with MSH.
The position is based in Malualkon, Northern Barl Ghazal State, Southern Sudan with travel to Juba and Bentiu in Unity State.
RESPONSIBILITIES:
Program Management • Oversee the implementation of the Return and Reintegration Program and ensure that stated goals and objectives are met, that projects are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner. • Oversee the subcontract to MSH to ensure their program targets and objectives are met in a timely manner and that reporting protocols are met. • Develop, in coordination with MSH, detailed implementation plans (spending, procurement and workplans) and undertake regular programmatic review meetings to collaboratively monitor program progress. • Participate in proposal writing for funding opportunities.
• Provide accurate regular reports, document results and maintain detailed records of the overall health program activities in your area of operation to the Health Coordinator, Field Manager and Deputy Director, Programs. • Work with program staff to promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning. • Work with the program staff to ensure that field experiences are documented and used to advocate on behalf of the communities with which we work.
Financial Management • Work with the Health Coordinator, program staff, Field Manager and operations staff to develop expenditure and procurement plans to guide implementation of approved grants. • Review Budget vs. Actuals on a monthly basis with program and operations staff • Recommend grant and budget revisions in consultation with the Health Coordinator and Grants Unit to the Deputy Director, Programs. • Advise on budget development with the field teams and Field Manager based on field activities.
Staff Management • Manage and supervise two engineers and one health officer to ensure program implementation. • Develop and maintain positive relationship with MSH, subcontractor for health training activities on this project. • Set Performance Objectives for direct reports and routinely monitor their performance. • Determine personnel needs for field-level activities, develop Job Descriptions and in coordination with the Health Coordinator and Field Manager have the HR/Admin Coordinator assist in recruitment of staff. • Work with Health Coordinator, Field Manager and Deputy Director, Programs to identify national staff, develop capacity building plans and implement them
Coordination and Representation • Ensure integrative programming approach with other sectoral work and staff. • Represent IRC to donor agencies, with respect to health programs, as requested by Field Manager or Health Coordinator. • Represent IRC to other agencies, including the Ministry of Health (MOH), WHO, and non-governmental organizations, as requested by the Health Coordinator.
REQUIREMENTS:. • Previous experience in coordinating, implementing and managing health programs in developing countries and/or refugee settings. • Experience managing large subcontracts. • Experience managing the implementation of engineering activities in remote and inaccessible locations. • Background in situation analysis, health assessments and program implementation. • Strong ability to support and build the capacity of national team • Experience supervising a multi-national staff in a complex, insecure emergency setting. • Excellent oral and written communication skills. • Ability to live and work under pressure in an unstable security environment. • Experience in grant management and proposal writing is preferred. • Excellent computer skills: MS Word, Excel, Power-point, Epi-Info/SPSS, Outlook and the internet. • Fluency in English. • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions.
